Seg a l E xecutive D irector, A C R L L a st y e a r ’s p e rfo rm a n c e a n d this y e a r ’s projection. t j v e r y year for the past th re e years, I have p re­ sented th e ACRL budget for th e current fiscal year to th e mem bership in C &R L New s, together w ith the preceding year’s financial report. This year I can report both years in term s of th e ACRL Strate­ gic Plan, w hich drives the program of the Associa­ tion an d is supported by its financial structure. T he Mission of ACRL is to foster th e profession of academ ic and research librarianship an d to en­ h a n c e th e a b ility of ac adem ic a n d research li­ braries to serve effectively th e needs of cu rren t and potential library users. Its Goals are: • to contribute to the total professional develop­ m ent of academ ic an d research librarians; • t o enhance the capability of academ ic and re­ search librarians to serve the needs of users; • t o prom ote and speak for th e interests of aca­ dem ic an d research librarianship; • t o prom ote study, research, and publication relevant to academ ic and research librarianship. T he 1986/87 year m arked a good beginning in December 1987 / 705 706 / C&R L News carrying o u t these goals, although they w ere only adopted at the A nnual Conference in 1986 and im ­ plem ented w ithout a com plete an nual operating plan. Sources o f revenue R evenues in creased in p u b lic a tio n s , n o ta b ly C & R L N ew s an d th e in-house publishing p ro ­ gram , b u t generally rem ained flat. A lthough m em ­ bership moved above th e 10,000 m ark, th a t repre­ sented only 1.4% grow th. Objects o f expense M ajor increases in expenses occurred in the area of m em bership activities. Section, chapter, and com m ittee costs jum ped as these units added news­ le tte rs a n d m anuals, addressed th e problem of ch apter liability, and prepared o u tp u t measures. Advisory services expenses w ere up due to added dem and for inform ation by phone and mail an d in­ creased requests for publications an d presentations b y staff members. All expenses w ere allocated to p rogram s, in cluding a sh are of dep rec iatio n on new office equipm ent. Plans for 1987/88 This year w e have an O perating Plan to guide our operations. In com paring the pie charts for 1987/88 w ith those for 1986/87, several interesting observations can be m ade. Budgeted revenue from dues is ex­ pected to decrease from 35 % to 3 1% ; conference and workshop revenue is envisioned at 16% , vs. 9 % last year; funded project income is anticipated at 9 % , up from 5 % ; and publications revenues (not including Choice), will decline as a percent of th e total, from 51 % to 43 % . Similar changes are expected in expenses. T he move to increasing pro­ fessional developm ent activities is one members have asked for. This budget indicates th e Associa­ tion is responding to m em ber needs. Im plem entation of accrual accounting In 1986/87, ALA began to apply the principles of accrual accounting for the ALA financial reporting system. All ALA units recorded deferred revenues in th a t year. W e are now receiving reports on an accrual basis. T h e year-end figures in this article are on an accrual basis, although the budgeted fig­ ures are in cash. Next year, the budget will also be on an accrual basis. To translate the 1986/87 ac­ crual report to a cash basis an d make it m ore com­ parable to th e budget, the accounts w here deferred revenues w ere deducted are shown in Table 1. This means th a t, on a cash basis, the total reve­ nue for 1986/87 was $609,128 (shown on accrual- b a s e d r e p o r t) p lu s $ 1 0 6 ,7 2 9 ( d e f e r r e d ) , or $715,857. T he net cash loss for the year w as thus $ 4 0 ,8 1 6 , c o m p a r e d w ith a b u d g e te d loss of $51,776. Surplus funds allocation T he ACRL Budget an d Finance Com m ittee, to­ gether w ith the P lanning Com m ittee, have p ro ­ posed to th e Board a process for allocating “surplus funds,” by w hich they m ean unanticipated net rev­ enue. F or several years, ACRL year-end perfor­ m ance has been b etter th a n expected, b u t th e re has been no m echanism for incorporating th e unantici­ p a te d excess in to th e c u r r e n t y e a r’s o p e ra tin g budget. T h e process will suggest a w ay members can play a role in determ ining how to spend any such “surplus funds.” Summary of ACRL’s financial position T he fund balance, as expressed after accruals an d deferrals, is now $497,657. This means th a t ACRL w as able to absorb th e im pact of accrual ac­ counting w ithout com promising its fu n d balance goal, w hich w as set by the Board at 6 months’ oper­ atin g expenses. ■ ■ A C R L staff profile Karen D u h art, adm inistrative secretary to the ACRL deputy executive director, has been a m em ­ ber of the ACRL staff since June 1986. H er respon­ sibilities include coordi­ n a t in g th e a n n u a l u p date of the ACRL ros­ te r a n d ty p in g b o a rd m in u te s , s u m m a rie s , a n d a g e n d a s f o r th e ACRL Executive Com ­ m ittee as well as a vari­ ety of other adm inistra­ tive an d clerical tasks. As p a r t of her job, D u­ h a r t verifies th e m em ­ bership status of ACRL participants on the new ALA M cD o n n ell- Karen D uhartD ouglas com puter sys­ tem. Prior to com ing to ACRL, D u h a rt worked for th e Chicago, Milwaukee, St. Paul & Pacific Rail­ road, w here she w as assistant to the m anager of the L aw D epartm ent and, later, secretary for four real estate representatives in th e Property M anagem ent D epartm ent. She holds diplom as from C atherine College and the Illinois School of Comm erce. Born a n d raised in C hic ag o , D u h a r t enjoys bow ling, roller skating, concerts an d th e theater, and reading in her spare tim e.
