Supporting Public Access to Research Results 2014-01-01 14 .pdf application/pdf 7064 256 42 This policy, known as the NIH Public Access Policy, implements a section of Public Law 110-161 and states: The Director of the National Institutes of Health shall require that all investigators funded by the NIH submit or have sub- mitted for them to the National Library of Medicine’s PubMed Central an electronic version of their final, peer-reviewed manu- scripts upon acceptance for publication, to be made publicly available no later than 12 months after the official date of publication: Provided, That the NIH shall implement the public access policy in a manner consistent with copyright law.1 The rationale for this law is two-fold: 1) since NIH supported research is ulti- mately funded by the public, the public has the right to have access to the results of that research, and 2) since the NIH has an obligation to monitor and promote the research that it funds, with the primary goal of advancing science and improv- ing human health, it needs to collect and archive the publications that result from that research.
