T N the spring of 1662 Charles II. entreated Parliament to grant him I some money, and they granted him and his successors two shillings yearly on every fire-hearth in England and Wales. The Act which gave " Hearth Money '^ to the King, enacted that from and after March 25th, 1662, every -dwelling house, lodgings and chambers within the Inns of Court, Inns of Chancery, Colleges within England and Wales and the town of Berwick upon Tweed, shall be chargeable with the annual payment of two shillings for every fire-hearth and stove within such house, etc., to be paid yearly; at Michaelmas and Lady Day in equal proportions, the first payment to be made at the Feast of St. Michael the Archangel, Mich., 1662. The only persons who were exempt from this unpopular tax were the extreme poor, i.e., those inhabiting houses of a value less than twenty shillings per annum, such persons being certified by the Minister and Churchwardens, also those persons owning blowing houses andstamp furnaces or kilns, or any private oven, and for the hearths or stoves within Hospitals or Almshouses for the poor, whose net amount of income did not exceed £100 per annum. The Act was amended in 1663, and in the following year 1664 collectors were appointed by the King to collect the revenue, it having been diecovered that the local constables, the first collectors, had been slack in their duties. The King's collectors were empowered to inspect dwellings and number the hearths with a view to detecting the numerous cases of evasion. From the very first, and during its 27 years of operation, the tax was much resented. It was so unpopular, being hated and resisted by all classes, that WiUiam III., shortly after his accession, sent a message to the House of Commons expressing his willingness to have this obnoxious tax removed. Consequently in April, 1689, the Act was repealed, and the tax ceased to be collected on the ground that it was oppressive to certain, classes, and an offensive and distasteful form of imposition upon the public generally, who had to submit to their houses being entered and searched at pleasure by persons frequently unknown to them. INTRODUCTION. 4 The Leicester Hearth Tax Returns for Lady Day, 1663 (Exchequer Subsidy Eoll co. Leic. -|i), were transcribed by the compiler some years ago, and subsequently printed in Leic. and Rutland Notes and Queries, Vol. in., pp. 211-222, but those returns have since been found to be less complete than the one here printed. The following transcript of the Michaelmas Returns for 1664 (Exchequer Lay Subsidy RoU co. Leic. i^) has been taken mainly from the original collectors' books, preserved with the other returns in the Record Office, London. It supplies us with a kind of census or directory of the town two-and-a-half centuries ago, and furnishes us with a complete list of householders, rich and poor, of every occupied dwelling, together with the number of fire -hearths for which each were taxed. Leicester at that period contained something like 892 houses (only three being unoccupied), a total of about 1810 hearths, and an estimated population of about 3,500 inhabitants. Of the houses and buildings which then existed, less than a dozen now remain. The Newarke, Abbey Gate, Bishop's Fee, which included Belgrave Gtate, Humberstone Grate, etc. (the returns in these cases being taken from the earlier roll -i?i.), were then outside the ancient Borough boundary. It wiU be observed that the town was then divided into ten wards or districts, each being represented by an Alderman of the Corporation. Particulars of these wards, obtained, by permission, from the Corporation HaE Books of the period, will be found given in parenthesis under the names of the respective Aldermen. The amount of tax collected from the Borough was about £150 per annum, after allowing for the 344 who declined to pay, or were relieved of payment by " certificate " owing to their poverty, such persons being generally described as paupers. Some idea may be gathered of the status of the individuals named, and the dimensions of their dwellings, from the number of hearths recorded. Much might be said and written of many of the inhabitants whose names appear, but time will not permit of it here. The compiler, however, has a mass of genealogical data concerning the principal families of the town, and indeed the county, at that period, collected from various sources, together with complete Hearth Tax returns for the whole county, which he hopes to deal with at some future period.
