In future, Masters of all sailing and other craft, wishing to leave this port will be required to procure permits of the Provost Marshal before they will be allowed to depart. Said permits must be endorsed with the name of at least one of the prominent citizens of the town. Masters of craft sailing from Hyde county for this port, will procure permits from Major Hall, or com- manding officer of the troops stationed therein, which permits they will, on their arrival in port, exhibit to the Provost Marshal at his office. Masters of all craft passing down the river are re- quired to heave to when oil* Fort Lane, the upper bat- tery, and exhibit their permits to an officer stationed there for that purpose.
