Sir: — 1 have the honor to submit, for the action of Congress, a copy of a communication from the Treasurer of the Confederate States, asking a further appropriation for the redemption of a tem- porary loan, made in the year 1861, of sundry banks in the Con- federate States, to supply funds to the Treasury, the issue of Treas- ury notes at the time being inadequate to meet the public demands — and request that the same be complied with. Treasury of the Confederate States, I Richmond, Va., Feb. 25, 1865. \ Sir : — During the Fall of 1861, the supply of Treasury notes is- sued being inadequate to meet the public engagements, a temporary arrangement was made with sundry banks of the Confederacy to furnish the necessary funds to make up the deficiency. The Act, chap, xiv, approved December 19, l86l, legalizing the transaction, appropriating $10,000,000 to redeem tlie obligations of the government on that account. The amount actually received from them was $10,602,132 24, which will necessitate a further ap- propriation of $602,132 24. Be pleased to request that this ap- propriation be made.
