General Orders No. 3, paragraphs III., IV., and V., Head- quarters Reserve North Carolina, current series, are hereby revoked II. All exemptions of persons within the Reserve ages, will be granted under general instructions from the Bureau of Conscription, without reference to the Lieutenant General Commanding Reserve. III. Applications for detail of persons within the Reserve will not be received by the Local Enrolling Officers, until after the organization of the company from the county, in which the applicant resides, shall have been effected. They will then be carefully inves- tigated, and acted upon in conformity with the provisions of Circu- lars No. 3, 8, and 29, Bureau ot Conscription, current series, except as hereinafter prescribed : First, In cases of approval by the Dis- trict Enrolling Officer, a furlough for sixty days will not be granted, when the party would, within that time, become eighteen years old. Secondly, In cases of disappro\ al by the District Enrolling (officer, if the party be between forty-five and fifty years old, he will be forth- Avith assigned by the Enrolling Officer to the company of Senior Re- serves from the county in which he resides ; if between the ages of seventeen and eighteen years, he will be sent to Camp of Instruction for assignment by the Commandant of Conscripts, according to county and congressional district. Thirdly, All applications, herein refer- red to, required by the Circulars from the Bureau of Conscription to the forwarded, will be transmitted, through the Commandant of Con- scripts, to this office for final action, instead of to the Superintendent of the Bureau at Richmond. "Enrolling Officers will forward to the Commandant of Con scripts, with the least possible delay, the Muster Rolls (in duplicate*) of the Companies formed out of detailed men. II. Presidents and Superintendents of Railroads, and Express Companies, and all Contractors are earnestly requested to report to the Enrolling Officers, all men, detailed or exempt, in their employ, whose services are not indisgensibk to them, or who can be substitu- ted by Senior Reserves. IH. Enrolling Officers. Officers of the Reserves, and Provost. Marshals, are made responsible that all officers and soldiers coming within their respective jurisdictions, are properly absent from their. commands. Offieers improperly absent, will be sent to these Head- quarters, all others, so absent, will be sent to the nearest camp, for transmission to their regiments or companies; IV. All officers and soldiers, assigned to light duty in this State except such as are permanently disabled, will present themselves on the last day of each month, for examination and renewal of certificate, fcb the nearest Medical Board, It is made the duty of all command- ing officers of such men, to see that they are sent to their respective commands immediately, if they are without the necessarv medical certificate renewed from time to time, as herein ordered. V. The Commandant of Conscripts will forward to these Head- quarters, without delay, duplicate Muster Rolls, of the Companies of Supporting Force, organized under instructions from the Bureau of Conscription, together with a report of the present position of each Company.
