Duke University Libraries Special report. Conf Pam #389 iMtmmtu SPECIAL PvEPOHT. CONFEDERATE STATES OF A^IERICA, Treasury Df.partment, Richmond, July 24, 1861. Hon. Howell Cobb, Prks't Congress: Sir, A Clergyman of the State of Georgia, pro- posed throuali the newspapers that on the Fast Day, ap- pointed by Congress, collections should be taken up in aid of the Government. The proposal was acted upon without further concert, and up to this time the sum of % 5,278 88 has been paid into the Treasury from these contributions. When it is considered that the ])ropopal was made so late that it could not be known at all in man}- of the churches ; and in none of them could previous notice have been given, the amount may be regarded as a spontaneous and gratifying indication of the sympathy of the religious community Avith the Government. The source from wliieh the money has come would make it peculiarly appropriate that it should be devoted to some object connected Avith the sick and wounded ; upon some of the donations this character has been already' impressed by the donors. I would therefore respectfully recommend that the amount be set apart as a fund for the use of the sick and wounded ; and to that end be paid over to the committee raised by Con- gress to co-operate with the Mayor of Richmond in taking care of the wounded in the late battle. All which is respectfully submitted. C. G. MEMMINGER, Secretary of the Treasury. I have sent herewith a statement ot" the Churches by whom the money has been j^iven.
