Congress of the Confederate States of America do enact, 2 That so much of the "Act to organize forces to serve during 3 the war." approved February IT, 1864, as exempts one person 4 as overseer or agriculturist on each farm or plantation upon 5 which there were, at specified times, fifteen able-bodied field C hands, l)etween the ages of sixteen and fifty, upon certain con- 7 ditions, is hereby repealed. 1 Sec. 2. No exemption or detail shall be granted by the 2 President or Secretary of War. by virtue of said Act. except 3 of persons lawfully reported by a board of surgeons as unable 4 to perform active service in the field; persons over the ao-e of 5 forty years, and of artizans, mechanics and persons of scientific 6 skill employed by, or working for the government, and shown 7 by proper testimony to be artizans, meclianics or persons of 8 scientific skill, and with the same exceptions all exemptions and 9 details heretofore granted by the President or Secretary of 10 War, by virtue of said Act, are hereby revoked. The bonds 11 heretofore given by exempted and detailed men shall bind thera 12 to comply with the same only to an extent bearing the same pro- 13 portion to the whole amount which would be due thereon in one 14 year, if this act had not passed, as the time they shall have been 15 exempted or detailed bears to a year. 1 Sec. 3. No person shall be exempt by virtue of the " Act 2 to exempt contractors for carrying the mails of the Confede- 3 rate States, and the drivers of post coaches and hacks from 4 military service," approved April 14, 1863, unless such person 5 shall be over forty -five years of age, except contractors person - 6 ally engaged in the execution of contracts now existing; P€Rmalip6« pH8.5
