POSTAGE CONVENTION
Between the GENERAL POST OFFICE of the United Kingdom of GREat Britain
and IRELAND and the GENERAL POST OFFICE of the Kingdom of PRUSSIA.
THE General Post Office of the United Kingdom of Great Britain and Ireland,
and the General Post Office of the Kingdom of Prussia, being desirous to regu-
late, by a new Convention, the Communications by Post between the two King-
doms upon a more liberal and advantageous basis for the inhabitants of both
countries,
The undersigned, WILLIAM LEADER MABERLY, Lieutenant-Colonel in Her
Britannic Majesty's service, and Secretary of the General Post Office, furnished
with full powers from the Most Noble the Marquis of Clanricarde, Postmaster-
General of Her Majesty the Queen of the United Kingdom of Great Britain and
Ireland, and
FURCHTEGOTT FRIEDRICH WILLHELM SEIDEL, Privy Counsellor in the General
Post Office of His Majesty the King of Prussia, Knight of the Order of the Red
Eagle, third class, and Knight of the Order of St. Wladimir, third class, furnished
with full powers from the General Post Office of Prussia,
After having communicated to each other their respective full powers, found to
be in good and due form, have agreed upon the following Articles :-

CHAPTER I.
EXCHANGE OF THE CORRESPONDENCE.
ART. 1.
As there is no immediate communication by means of packet-boats between the
harbours of Great Britain and Prussia, the Post Office of Prussia has taken the
necessary steps to obtain from the Post Offices of Hamburgh and the Netherlands
the right to exchange closed Mails between the Prussian and British Post Offices
direct, by means of the regular packet-boats and private ships plying between the
ports of Great Britain and Hamburgh and the Netherlands. The British Post
Office promises to make use of the right of exchanging closed Mails between the
British and Prussian Post Offices, in transit through Belgium, on the conditions.
stipulated in Article 12 of the present Convention.
ART. 2.
The exchange of Mails between the two Offices shall take place by means of the
undermentioned Offices :-
1. Between the Prussian Post Office at Hamburgh and the British Post
Office of London.
2. Between the Prussian Post Office at Hamburgh and the British Post
Office of Hull.
3. Between the Prussian Post Office at Emmerich and the British Post
Office of London.
4. Between the Prussian Post Office of Aix-la-Chapelle and the British
Post Office of London.
5. Between the Prussian Post Office of Aix-la-Chapelle and the British
Post Office of Dover.
6. Between the Prussian Post Office of Cologne and the British Post Office
of London.
7. Between the Prussian Post Office of Cologne and the British Post Office
at Dover.

POST CONVENTION
Zwischen der PosTVERWALTUNG des Verinigten Königreichs von GROSSBRITANIEN
und IRLAND und der POSTVERWALTUNG des Königreichs PREUSSEN.
NACHDEM das General Postamt des Vereinigten Königreichs von Grossbri-
tanien und Irland, und das General Postamt des Königreichs Preussen überein-
gekommen sind die Postverbindungen zwischen beiden Königreichen nach freieren
und für die Bewohner beider Länder vortheilhafteren Grundsätzen zu ordnen :
So haben die Unterzeichneten, WILLIAM LEADER MABERLY, Oberst Lieutenant
in Ihrer Britischen Majestät Diensten und Secretair des General Postamts, versehen
mit Vollmacht von dem sehr edlen Herrn Marquess von Clanricarde, General
Postmeister Ihrer Majestät der Königin von Grossbritanien und Irland, und
FURCHTEGOTT FRIEDERICH WILLHELM SEIDEL, Seiner Majestät des Königs von
Preussen Geheimer Postrath Ritter des rothen Adler Ordens dritter Classe, und
des St. Wladimir Ordens dritter Classe, versehen mit Vollmacht von dem Preus-
sischen General Postamte;
Nach Austausch ihrer in guter und gehöriger Form befundenen Vollmachten,
sich über folgende Artikel geeinigt:-
KAPITEL I.
AUSWECHSELUNG DER CORRESPONDENZ.
ART. 1.
Da zwischen Preussischen und Grossbritanischen Häfen keine unmittelbare
Verbindung durch regelmässige Paketböte besteht, so hat die Preussische Post-
verwaltung die nöthigen Schritte gethan um von der Hamburger und der Nieder-
ländischen Postverwaltung das Recht zu erlangen, mit den regelmässigen Paket-
böten und Privatschiffen, welche zwischen den Grossbritanischen Häfen und Ham-
burg und den Niederlanden in Gang sind verschlossene Briefpackete zwischen
Preussischen und Britischen Postämtern wechseln zu dürfen.
Die Britische Postverwaltung verspricht, von dem Rechte, verschlossene Brief-
pakete zwischen Britischen und Preussischen Postanstalten im Transit durch
Belgien zu wechseln, unter den im Artikel 12 der gegenwärtigen Convention
stipulirten Bedingungen Gebrauch zu machen..
ART. 2.
Die Auswechselung von Briefpaketen soll zwischen den beiden Verwaltungen
vermittelst der nachstehend genannten Postämter Statt finden :-
1. Zwischen dem Preussischen Postamte zu Hamburg und dem Britischen
Postamte zu London.
2. Zwischen dem Preussischen Postamte zu Hamburg und dem Britischen
Postamte zu Hull.
3. Zwischen dem Preussischen Postamte zu Emmerich und dem Britischen
Postamte zu London.
4. Zwischen dem Preussischen Postamte zu Aachen und dem Britischen
Postamte zu London.
5. Zwischen dem Preussischen Postamte zu Aachen und dem Britischen
Postamte zu Dover.
6. Zwischen dem Preussischen Postamte zu Coeln und dem Britischen Post-
amte zu London.
7. Zwischen dem Preussischen Postamte zu Coeln und dem Britischen Post-
amte zu Dover.

If it should be deemed necessary to modify these arrangements, or to substitute
other Offices for those before named. the two contracting Offices will make a
special agreement respecting such changes.
ART. 3.
The letters from the United Kingdom of Great Britain and Ireland to Prussia,
and to those countries and places where the Prussian Post Office maintains Offices,
with the exception of Hamburgh and Bremen, and reciprocally letters from
Prussia and from those countries where the Prussian Post Office maintains offices,
with the exception of Hamburgh and Bremen, to the United Kingdom of Great
Britain and Ireland, shall be delivered, without restriction, to those Post Offices of
the two contracting parties, between which there is an exchange of mails accord-
ing to Article 2.
It is understood that the route to be adopted for this correspondence, shall be
that by which it can reach its destination in the shortest time; the two Post
Offices, however, reserve to themselves the power of infringing this general rule,
in cases of special emergency, to be determined by their respective Governments.
ART. 4.
The two Post Offices will reciprocally communicate to each other the necessary
information as to the best route for the transmission of this correspondence.
Letters, however specially addressed, must be forwarded in accordance with the
route indicated upon the letter itself.
ART. 5.
A Despatch of the above-mentioned correspondence shall take place by every
British packet-boat sailing between Great Britain and Hamburgh, or between
Great Britain and the Netherlands, or between Great Britain and Belgium.
Despatches, also, may take place by private ships.
The conveyance of these mails, whether by packet-boat or private ship, shall
be at the sole expense of the British Government.
CHAPTER II.
INTERNATIONAL CORRESPONDENCE.
ART. 6.
The International Correspondence comprises all letters originating in Prussia,
and those countries and places where the Prussian Post Office maintains Offices
(with the exception of Hamburgh and Bremen), addressed to the United King-
dom of Great Britain and Ireland; and reciprocally, those originating in the
United Kingdom of Great Britain and Ireland addressed to Prussia, and to those
countries and places where the Prussian Post Office maintains post offices, with
the exception of Hamburgh and Bremen.
It is to be understood that, when, in the sequel of this Convention, the expres-
sion "Prussia" is made use of, it shall mean any place where the Prussian Post
Office at present maintains offices, with the exception of Hamburgh and
Bremen.
ART. 7.
Persons desirous of sending ordinary letters, either from Prussia to the United
Kingdom, or from the United Kingdom to Prussia, shall have the option of
leaving the whole postage of such letter to be paid by the receiver, or of paying
the whole postage to the place of destination. When, however, such letters are
forwarded by private ship, in which case the intention of despatching them by
such means must be clearly expressed by the sender upon the letter itself, the
prepayment of postage shall be compulsory.

Sollte es für nöthig erachtet werden, diese Anordnungen zu ändern oder andere
Postämter in die Stellen der oben erwähnten zu substituiren, so werden die beiden
contrahirenden Verwaltungen besondere Vereinbarungen in Ansehung solcher
Aenderungen treffen.
ART. 3.
Die Briefe aus dem Vereinigten Königreiche von Grossbritanien und Irland
nach Preussen und nach denjenigen Ländern und Orten, woselbst die Preussische
Postverwaltung Postämter unterhält, mit Ausnahme von Hamburg und Bremen,
so wie andererseits die Briefe aus Preussen und aus denjenigen Ländern woselbst
die Preussische Postverwaltung Postämter unterhält mit Ausnahme von Ham-
burg und Bremen nach dem Vereinigten Königreiche von Grossbritanien und
Irland sollen ohne Vorbehalt zwischen denjenigen Postanstalten der beiden
contrahirenden Theile ausgeliefert werden, zwischen denen nach Artikel 2, ein
Wechsel von Briefpacketen Statt findet.
Es soll stets diejenige Route gewählt werden, auf welcher die Correspondenz
ihren Bestimmungsort in der kürzesten Zeit erreichen kann, die beiden Postver-
waltungen behalten sich jedoch die Befugniss vor von dieser allgemeinen Regel
im Falle besonderer Dringlichkeit abzuweichen, wofern dieses von ihren resp.
Regierungen bestimmt werden sollte.
ART. 4.
Die beiden Postverwaltungen werden sich gegenseitig die nöthigen Nachrichten
über die beste Route für die Beförderung der Correspondez mittheilen. Briefe,
deren Beförderungsweg auf der Addresse vom Absender vorgeschrieben worden ist,
müssen jedoch auf der bezeichneten Route befördert werden.
ART. 5.
Die Beförderung der obgedachten Correspondenz wird mit jedem Britischen
Packetbote Statt finden, welches zwischen Grossbritanien und Hamburg oder
zwischen Grossbritanien und den Niederlanden, oder zwischen Grossbritanien.
und Belgien hin- und hergeht. Auch kann die Beförderung von Briefpacketen
mit Privatschiffen Statt finden.
Die Beförderung der gedachten Briefpackete durch Packetböte sowohl als
durch Privatschiffe geschiehet auf alleinige Kosten des Britischen Gouverne-
ments.
KAPITEL II.
NATIONAL CORRESPONDENZ.
ART. 6.
Zu der beiderseitigen National Correspondenz werden alle Briefe gerechnet,
welche in Preussen und in solchen Ländern und Orten, woselbst die Preussische
Postverwaltung Postämter unterhält, mit Ausnahme von Hamburg und Bremen
ihren Ursprung haben, und nach dem Vereinigten Königreiche von Grossbri-
tanien und Irland addressirt sind und umgekehrt alle Briefe welche in dem
Vereinigten Königreiche von Grossbritanien und Irland ihren Ursprung haben,
und nach Preussen und solchen Ländern und Orten addressirt sind, woselbst die
Preussische Postverwaltung Postämter unterhält, mit Ausnahme von Hamburg
und Bremen.
Wenn im Verfolg dieser Convention der Ausdruck "Preussen" gebraucht
wird, sollen darunter alle Orte verstanden werden, wo die Preussische Postver-
waltung gegenwärtig Postämter unterhält, mit Ausnahme von Hamburg und
Bremen.
ART. 7.'
Personen welche gewöhnliche Briefe entweder aus Preussen nach dem
Vereinigten Königreiche oder aus dem Vereinigten Königreiche nach Preussen
senden wollen, haben die Wahl entweder die Bezahlung des ganzen Porto solcher
Briefe dem Empfänger zu überlassen, oder das ganze Porto bis zum Bestim-
mungsorte zu bezahlen, wenn solche Briefe indess mit Privatschiffen befördert
werden, in welchem Falle diese Beförderungsweise ausdrücklich vom Absender
auf der Addresse angegeben sein muss, ist die Vorausbezahlung des Porto noth-
wendig.

POSTAGE CONVENTION.
ART. 8.
The inhabitants of both countries may send Registered Letters according to the
form prescribed in both States.
The Postage on such letters, and the charge for registration, must in all cases
be prepaid to the place of destination.
ART. 9.
The option of forwarding ordinary letters, either unpaid or paid, to the place
of destination, allowed by Article 7, shall be applicable to letters and packets con-
taining patterns of goods.
ART. 10.
The British Post Office shall pay to the Prussian Post Office, for postage upon
unpaid letters originating in Prussia, addressed to the United Kingdom, and
upon paid letters originating in the United Kingdom, addressed to Prussia, the
following uniform rate:-
For every single letter, not exceeding half an ounce in weight, fourpence, in-
ternal Prussian rate; and, in addition to this rate, twopence for the transit
through the territory of the Netherlands or Hamburgh.
For every letter exceeding this weight, and not exceeding one ounce, two rates
of postage.
For every letter exceeding one ounce, and not exceeding two ounces, four
rates.
For every letter exceeding two ounces, and not exceeding three ounces, six
rates, and so on in proportion, two rates being added for every ounce.
ART. 11.
The Prussian Post Office shall pay to the British Post Office, for the postage
upon unpaid letters originating in the United Kingdom, and addressed to Prussia,
and upon paid letters originating in Prussia, addressed to the United Kingdom :—
For every letter not exceeding half an ounce, one rate of sixpence.
For every letter exceeding this weight, and not exceeding one ounce, two rates
of postage.
For every letter exceeding one ounce, and not exceeding two ounces, four rates.
For every letter exceeding two ounces, and not exceeding three ounces, six rates,
and so on in proportion, two rates being added for every ounce.
ART. 12.
In addition to the British rate mentioned in the preceding Article, there shall
be paid by the Prussian Post Office twopence for the transit through the territory
of Belgium, for every single letter weighing under a quarter of an ounce; for
every letter weighing a quarter of an ounce and under half an ounce, shall be
paid two rates (fourpence); for every letter weighing half an ounce and under
three quarters of an ounce, shall be paid three rates (sixpence), and so on, one
transit rate being added for every quarter of an ounce.
ART. 13.
The British Post Office shall pay to the Prussian Post Office, for every regis-
tered letter originating in the United Kingdom and addressed to Prussia, in
addition to the rate fixed in Article 10, whatever may be the weight of such
letter, an additional sum of threepence for registration.
ART. 14.
The Prussian Post Office shall pay to the British Post Office for every regis-
tered letter originating in Prussia, and addressed to the United Kingdom, besides
the rate fixed in Article 11 and 12, whatever may be the weight of such letter,
an additional sum of one shilling for registration.

ART. 8.
Die Bewohner beider Länder können unter der in beiden Staaten vorgeschrie-
benen Form recommandirte Briefe, versenden. Das Porto und die Recommanda-
tionsgebühr für solche Briefe muss in allen Fällen bis zum Bestimmungsorte
vorausbezahlt werden.
ART. 9.
Die nach Artikel 7 den Absendern gestattete Freiheit gewöhnliche Briefe aus
beiden Ländern entweder unfrankirt oder frankirt abzusenden, soll sich auch auf
Briefe und Briefpackete mit Waarenproben erstrecken.
ART. 10.
Die Britische Postverwaltung wird der Preussischen Postverwaltung an Porto
für unfrankirte Briefe, die in Preussen ihren Ursprung haben, und nach dem
Vereinigten Königreiche adressirt sind, imgleichen für frankirte Briefe, welche in
dem Vereinigten Königreiche ihren Ursprung haben und nach Preussen addressirt
sind, nachstehenden gleichförmigen Portosatz bezahlen :-
Für jeden einfachen, eine halbe Unze an Gewicht nicht übersteigenden Brief
vier Pence internes Preussisches Porto, und ausserdem für den Transit durch
das Niederländische oder Hamburger Gebiet zwei Pence.
Für jeden dieses Gewicht übersteigenden und nicht über eine Unze schweren
Brief doppeltes Porto.
Für jeden Brief über eine Unze und nicht über zwei Unzen vierfaches Porto.
Für jeden Brief über zwei und nicht über drei Unzen sechsfaches Porto, und
so weiter verhältnissmässig für jede fernere Unze zweifaches Porto mehr.
ART. 11.
Die Preussische Postverwaltung wird der Britischen Postverwaltung für un-
frankirte Briefe, die in dem Vereinigten Königreiche ihren Ursprung haben un d
nach Preussen addressirt sind, imgleichen für frankirte Briefe, welche in Preussen
ihren Ursprung haben, und nach Grossbritanien addressirt sind, an Porto bezahlen.
Für jeden eine halbe Unze an Gewicht nicht übersteigenden Brief einen Satz
von sechs Pence.
Für jeden dieses Gewicht übersteigenden, und nicht über eine Unze schweren
Brief den doppelten Portosatz.
Für jeden Brief über eine Unze und nicht über zwei Unzen den vierfachen
Portosatz.
Für jeden Brief über zwei und nicht über drei Unzen den sechsfachen Porto-
satz, und so weiter verhältnissmässig für jede fernere Unze zweifaches Porto
mehr.
ART. 12.
Ausserdem in dem vorhergehenden Artikel gedachten Britischen Portosatz
wird die Preussische Postverwaltung noch für den Transit durch das Belgische
Gebiet vergüten.
Für jeden einfachen unter eine viertel Unze wiegenden Brief, zwei Pence, für
jeden Brief der eine viertel Unze und unter eine halbe Unze wiegt, zwei Portosätze
(vier Pence), und für jeden Brief der eine halbe Unze und unter drei viertel
Unzen wiegt drei Portosätze (sechs Pence), und so weiter für jede viertel Unze
mehr, einen Transit Portosatz.
ART. 13.
Die Britische Postverwaltung wird der Preussischen Postverwaltung für jeden
recommandirten Brief der im Vereinigten Königreiche seinen Ursprung hat, und
nach Preussen addressirt ist, ausserdem im Artikel 10 festgesetzten Porto, ohne
Unterschied des Gewichtes solcher Briefe, noch drei Pence an Recommandations-
gebühr bezahlen.
ART. 14.
Die Preussische Postverwaltung wird der Britischen Postverwaltung für jeden
recommandirten Brief, der in Preussen seinen Ursprung hat und nach dem Ver-
einigten Königreiche addressirt ist, ausserdem in den Artikeln 11 and 12 festge-
setzen Porto, ohne Unterschied des Gewichtes solcher Briefe, noch einen Schilling
Recommandationsgebühr bezahlen.

CHAPTER III.
TRANSIT OF FOREIGN CORRESPONDENCE.
ART. 15.
The rate of transit postage to be taken by the Post Office of the United King-
dom on letters to and from Prussia, whatever be the origin of such letters, for-
warded from and to the British Colonies, or Foreign Countries, through the
United Kingdom, shall be that which is now or shall hereafter be taken from
British subjects upon letters between the United Kingdom, and such colonies and
foreign countries respectively, in addition to the uniform internal rate stipulated
in Article 11 and 12, according to the route of the letters.
The colonial or foreign rate however is to be calculated from or to the port of
departure or arrival of the packets.
ART. 16.
The rate of transit postage to be charged by the Prussian Post Office on letters
to, and from the United Kingdom, whatever be the origin of such letters, for-
warded from and to foreign countries, through Prussia, shall be the uniform rate
stipulated in Article 10, with the exception of letters to and from Russia and
Poland, to which an additional rate of threepence shall be added, making by the
way of Hamburgh and the Netherlands a total sum of ninepence, and by the way
through Belgium of sevenpence for each letter, according to the scale of weight
stipulated in Article 10.
ART. 17.
The pre-payment of the foreign or colonial postage for letters to or from the
colonies and countries beyond sea, which are to be conveyed by means of regular
packets leaving or arriving at the ports of the United Kingdom, is either optional
or compulsory.
It is optional to or from the British colonies and possessions mentioned in
Table No. 1 annexed to the present Convertion.
It is compulsory to or from all the countries beyond sea, which are served by the
said packets, and mentioned in Table No. 2 annexed to the present Convention.
The Tables No. 1 and 2, referred to, show the rates of postage to be taken from
or to the port of departure or arrival of the packets, and also the Belgian transit
rates and the internal colonial rates.
ART. 18.
The foreign rate payable by Prussia to Foreign Countries for the conveyance of
British correspondence in or through their territories, and to be accounted for to
Prussia by Great Britain, shall be either optional or compulsory, according to the
regulations laid down in Table No. 3, annexed to the present Convention.
The two Post Offices shall mutually account to each other for the portion of
the postage which is due to each on the correspondence forwarded to them, accord-
ing to the tables referred to, in this and the preceding Article, and annexed to
the present Convention.
ART. 19.
Both contracting parties promise to use their good offices with those Foreign
Offices with which they are in relation to promote the mutual interest of the
British and Prussian Post Offices. It is understood that should the Post Offices
of the states, the correspondence of, which shall be transmitted through Prussia,
alter their territorial rates or transit charges fixed in the preceding Article (Table

KAPITEL III.
TRANSIT DER FREMDEN CORRESPONDENZ.
ART. 15.
Das von der Postverwaltung des Vereinigten Königreiches zu erhebende Tran-
sitporto für Briefe, welche ohne Rücksicht auf ihren Ursprungsort nach und von
Preussen im Transit durch das Vereinigte Königreich von und nach den Briti-
schen Colonien oder fremden Ländern gesendet werden, soll in demselben Satze
bestehen welcher jetzt oder später von Britischen Unterthanen für Briefe zwischen
dem Vereinigten Königreiche und respective jenen Colonien und Ländern zu
erheben ist, mit Hinzufügung des in den Artikeln 11 and 12 nach Massgabe der
verschiedenen Routen stipulirten gleichförmigen internen Portosatzes.
Das colonial oder fremde Porto soll jedoch von oder nach dem Abgangs oder
Ankunftshafen der Packetböte berechnet werden.
ART. 16.
Das von der Preussischen Postverwaltung zu beziehende Transitporto für Briefe
welche ohne Rücksicht auf ihren Ursprungsort nach und von dem Vereinigten
Königreiche von und nach fremden Ländern im Transit durch Preussen gesendet
werden, soll in dem im Artikel 10, stipulirten gleichförmigen Portosatze bestehen,
mit Ausnahme der Briefe nach und von Russland und Polen für welche ausserdem
noch der Betrag von drei Pence hinzuzufügen ist, dergestalt dass das ganze für
diese Briefe an Preussen zu zahlende, und nach der im Artikel 10, festgesetzten
Gewichtsscala zu erhebende Transitporto auf dem Wege über Hamburg und die
Niederlande neun Pence und auf dem Wege durch Belgien sieben Pence für jeden
Brief beträgt.
ART. 17.
Bei dem fremden oder colonial Porto für Briefe nach oder aus den Colonien
und überseeischen Ländern, welche mittelst der aus den Häfen des Vereinigten
Königreichs abgehenden oder in diesen Häfen ankommenden regelmässigen
Packetböte befördert werden, findet entweder Frankirungsfreiheit oder Franko-
zwang Statt.
Frankirungsfreiheit bestehet bei Briefen nach oder aus den Britischen Colonien
und Besitzungen, welche in dem der gegenwärtigen Convention beigefügten Ver-
zeichnisse No. 1 aufgeführt sind.
Frankozwang dagegen tritt ein nach oder von allen überseeischen Ländern,
welche ihre Correspondenz durch die gedachten Packetböte erhalten oder ab-
senden, und die in dem der gegenwärtigen Convention sub No. 2, beiliegenden Ver-
zeichnisse genannt sind. Die gedachten Verzeichnisse No. 1 und 2 weisen das
von und nach dem Abgangs und Ankunfts Hafen der Packetböte zu erhebende
Porto nach mit Einschluss des Belgischen Transit und des internen colonial
Porto.
ART. 18.
Bei dem Preussischer Seits an fremde Staaten für die Beförderung Britischer
Correspondez in jenen fremden Staaten oder durch dieselben zu entrichtenden und
Britischer Seits an Preussen zu vergütenden fremden Porto findet ebenfalls ent-
weder Frankirungsfreiheit oder Frankirungszwang Statt, nach Massgabe des
dieser Convention sub No. 3 beigefügten Verzeichnisses.
Die beiderseitigen Postverwaltungen werden sich gegenseitig über den Porto-
antheil berechnen, der jeder derselben in Gemässheit der Tabellen, die in diesem
und dem vorhergehenden Artikel erwähnt und dieser Convention beigefügt sind,
für die ihnen zugesendete Correspondenz gebühret.
ART. 19.
Beide contrahirende Theile versprechen ihre Vermittelung eintreten zu lassen,
um bei denjenigen fremden Postverwaltungen mit denen sie in Verbindung stehen,
das gegenseitige Britische und Preussische Post-Interesse möglichst zu fördern.
Hierbei wird bemerkt dass, wofern die Postverwaltungen der Staaten, deren Cor-
respondenz durch Preussen transitirt, ihre in dem vorhergehenden Artikel (Ver-
zeichniss 3), festgesetzten Territorial- oder Transitportosätze änderen sollten, die
neuen Sätze, und die aus solchen Aenderungen hervorgehenden Porto Auslagen

No. 3), the new rates and postage charges resulting from such modifications shall
be adopted by the British Post Office, when they shall have been pointed out and
explained by the Prussian Post Office.
CHAPTER IV.
TRANSIT OF THE BRITISH EAST INDIAN MAILS.
ART. 20.
The Prussian Post Office engages to grant to the British Post Office the transit.
in closed Mails, through the territory of Prussia, of the correspondence between
the United Kingdom and the British Post Offices, established in the Levant,
and the East Indies, and countries beyond, upon the following conditions:-
ART. 21.
The British Post Office shall pay to the Prussian Post Office a rate of eight-
pence per ounce net weight for letters, and one halfpenny for every newspaper
or other printed paper as transit Postage on these Mails, should it be found
expedient to transmit them by way of Prussia, upon the understanding that the
Prussian Government shall furnish at its own cost proper and efficient means of
transport for the Mails, and for the Officer in charge of them, through the
Prussian territory.
ART. 22.
The letters shall be weighed, and the newspapers, prices current and other
printed papers above mentioned, shall be counted by the Post Office of London,
before the departure, or immediately on the arrival of the East Indian Mail.
Immediately after this operation, a statement shall be made out containing the
result of such weighing and counting, which shall be sent by the British Post
Office to the Post Office of Prussia.
ART. 23.
The British Post Office engages to deliver to the Prussian Post Office all
letters coming from the East Indies and countries beyond, addressed to Prussia,
or to States, the correspondence of which shall be transmitted through Prussia,
and to convey with its own letters such correspondence to the East Indies, &c. &c.
as shall be delivered to it by the Post Office of Prussia. The postage on all
such correspondence must be paid as far as Alexandria by the sender, whether in
Prussia or in the East Indies. The Prussian Post Office, however, shall pay to
the British Post Office for letters to the East Indies, &c. &c., and vice versa
when transmitted by British packets, the rate payable for the conveyance of such
letters in the Mediterranean, namely, for each single letter of half an ounce an
uniform rate of fivepence, and so on according to the scale laid down in
Article 11.
It is understood, that in the event of any transit rate being paid to Austria, or
other States for the conveyance of this correspondence, the Post Office of Prussia
shall account to the Post Office of Great Britain for the amount of such transit
rate.
In the event of the option being hereafter granted to the inhabitants of the
United Kingdom of receiving and sending unpaid or paid to their destination
Letters coming from, or addressed to the East Indies, the British Post Office
promises to do all in its power to enable the Post Office of Prussia to procure
the same advantages for the inhabitants of that country, taking as the basis of
such arrangements, the combined rates of the British and East Indian Post
Offices, applicable to the correspondence of the inhabitants of Great Britain.

KAPITEL IV.
TRANSIT DER BRITISCH OSTINDISCHEN BRIEFPOST.
ART. 20.
Die Preussische Postverwaltung verpflichtet sich, der Britischen Postverwal-
tung den transit verschlossener Brieffelleisen mit der Correspondenz zwischen dem
Vereinigten Königreiche und den Britischen Postanstalten in der Levante,
Ostindien, und anderen jenseitigen Ländern durch das Preussische Gebiet unter
folgenden Bedingungen zu gestatten :-
ART. 21.
Die Britische Postverwaltung wird der Preussischen Postverwaltung einen
Satz von acht Pence für jede Unze Nettogewicht der Briefe und einen halben
Penny fur jede Zeitung oder Druckschrift, als Transitporto für jene Brieffelleisen
entrichten sofern es für angemessen befunden werden sollte dieselben auf dem
Wege durch Preussen zu befördern, unter der Bedingung dass das Preussische
Gouvernement auf seine eigene Kosten geeignete und wirksame Mittel zur beför-
derung der gedachten Post und des dieselbe beaufsichtigenden Beamten durch
das Preussische Gebiet hergiebt.
ART. 22.
Das Wiegen der Briefe und das Zählen der Zeitungen Preiscourante und sonstigen
Drucksachen geschiehet Seitens des Postamtes zu London, vor dem Abgange oder
unmittelbar nach der Ankunft der ostindischen Post. Unmittelbar nach diesem
Geschäfte wird eine Nachweisung angefertigt, welche das Resultat jenes Wiegens
und Zählens enthält und die von der Britischen Postverwaltung der Preussischen
Postverwaltung zugestellt wird.
ART. 23.
Die Britische Postverwaltung verpflichtet sich alle Briefe von Ostindien und
jenseitigen Ländern nach Preussen und solchen Staaten, deren Correspondenz
durch Preussen befördert wird, der Preussischen Postverwaltung auszuliefern,
und mit ihren eigenen Briefen diejenige Correspondenz nach Ostindien, u. s. w., zu
befördern, welche derselben Seitens der Postverwaltung von Preussen übergeben
wird. Das Porto für diese Correspondenz muss sowohl in Preussen als in Ost-
indien bis Alexandrien von dem Absender vorausbezahlt werden. Die Preussische
Postverwaltung wird der Britischen Postverwaltung für briefe nach Ost-
indien, u. s. w., und vice versa, wofern selbige mittelst Britischer Packetböte befördert
werden, denjenigen Satz bezalhen welcher für die beförderung solcher Briefe auf
dem mittelländischen Meere zu zahlen ist, nämlich für jeden einfachen Brief von
einer halben Unze einen gleichförmigen Satz von fünf Pence, u. s. w., nach
Massgabe der im Artikel 11, enhaltenen Gewichtsscala.
Für den Fall dass für die Beförderung dieser Correspondenz, an Oestreich oder
an andere Staaten irgend ein Transitporto zu zahlen ist, soll der Betrag desselben
von der Preussischen Postverwaltung an die Britische Postverwaltung vergütet
werden.
Sollte später den Bewohnern des Vereinigten Königreichs die Freiheit gewährt
werden, Briefe nach und von Ostindien entweder unfrankirt oder bis zum
Bestimmungsorte frankirt resp. zu empfangen und abzusenden, so verspricht die
Britische Postverwaltung sich eifrigst angelegen sein zu lassen, die Postverwaltung
Preussens in den Stand zu setzen den Bewohnern dieses Landes dieselben Vortheile
zu gewähren, und als die Basis eines solchen Arrangements die vereinigten Porto-
sätze der Britischen und Ostindischen Postanstalten anzunehmen, welche auf
die Correspondenz der Bewohner des Vereinigten Königreichs Anwendung finden.

ART. 24.
When the transmission of these Mails shall be effected through the Prussian
territory by Express Trains or Mails, and not by means of its ordinary post convey-
ances, the payment to the Prussian Post Office shall be so regulated that if the
amount of the transit rate, stipulated in Article 21 for the letters and newspapers
contained in the Mail, does not make up the amount of the whole expense of con-
veyance, the remainder shall be paid by the British Office to the Prussian Office.
CHAPTER V.
NEWSPAPERS AND PRINTED PAPERS.
ART. 25.
Newspapers and periodical works allowed to pass as newspapers on being
sent from one country to the other, shall mutually be delivered free from any
internal rate of postage; each Office, however, on receiving these newspapers,
&c. &c., from the other Office, may charge on them any internal rate whatsoever.
In addition to this rate, such newspapers and periodical works, when sent via
Belgium, are liable to a transit charge of one halfpenny (five centimes) for every
newspaper and printed paper, which rate must be collected by Prussia on
account of Great Britain.
In the event of any transit rate being paid to Hamburg or the Netherlands on
such Newspapers, &c. &c., for their transmission through either of these States,
the Prussian Post Office shall collect this rate, on posting, from the sender, and
on delivery, from the receiver.
ART. 26.
It is fully understood that the preceding stipulations do not in any way invali-
date the right of either of the said Offices to refuse conveying or distributing,
on its own territory, newspapers in any cases where the laws and regulations
concerning their publication and circulation have not been duly complied with.
ART. 27.
Periodical works not of daily publication, and not allowed to pass as news-
papers, may be forwarded from one country to the other by means of the two
Offices, under the following conditions, namely
1. They must be printed in the country which shall send them to the other
country.
2. They must be sent in bands or covers open at the sides, so that they may
be easily examined.
3. The rate to be levied by the British Post Office, as well as by the Prus-
sian Post Office, shall be fixed for each of the said Offices as follows:
For every work not exceeding two ounces in weight, one penny.
For every work above two ounces in weight and not exceeding three
ounces, sixpence.
For every work above three ounces and not exceeding four ounces,
eightpence, and for every ounce above four, up to sixteen
ounces (the limit imposed on the transmission of such articles),
twopence more, every fraction of an ounce being reckoned as
a full ounce.
According to the stipulations in the following Article, the Prus-
sian Post Office shall collect the Prussian internal rate, and
that which is to be paid by Prussia to the Post Office of the

ART. 24.
Wenn die Beförderung dieser Briefposten durch das Preussische Gebiet mittelst
extraordinairer Eisenbahnzüge oder Courierpferde, und nicht durch die gewöhn-
lichen Posttransportmittel bewirkt werden sollte, so wird die Bezahlung an die
Preussische Postverwaltung dergestalt regulirt, dass falls der Betrag des im Arti-
kel 21, stipulirten Transitporto für die zu der betreffenden Post gehörigen Briefe
und Zeitungen den ganzen Betrag der Beförderungskosten nicht decken sollte,
der Rest von der Britischen Postverwaltung an die Preussische Postverwaltung
gezahlt wird.
KAPITEL V.
ZEITUNGEN UND DRUCKSACHEN.
ART. 25.
Zeitungen und die von der Post als Zeitungen behandelten periodischen Werke,
sollen bei ihrer Versendung von einem Lande zum anderen gegenseitig frei von
irgend einem internen Portosatze ausgeliefert werden. Jede Verwaltung kann
jedoch die von der anderen Verwaltungen empfangenen Zeitungen, u. s. w., mit
einem beliebigen internen Porto belegen. Ausser diesem Satze unterliegen
solche Zeitungen und periodische Werke, wenn sie über Belgien gesendet werden,
einem Transitporto von einem halben Penny (fünf Centimes) für jede Zeitung und
jedes gedruckte Werk, welcher Satz Preussischer Seits für Rechnung Grossbri-
taniens erhoben werden soll.
In dem Falle, dass irgend ein Transitporto an Hamburg oder die Niederlande,
für die Beförderung solcher Zeitungen, u. s. w., durch einen der beiden Staaten
zu zahlen sein sollte wird die Preussische Postverwaltung diesen Satz bei ab-
gehenden Sendungen vom Absender und bei ankommenden Sendungen vom
Empfänger erheben.
ART. 26.
Es wird hierbei ausdrücklich bemerkt dass die vorhergehenden Bestimmungen
in keiner Weise das den beiden Postverwaltung zustehende Recht beeinträchtigen,
die Beförderung oder Vertheilung von Zeitungen auf ihrem eigenem Gebiete in
solchen Fällen zu versagen wo den Gesetzen und Bestimmungen in betreff deren
Publication und Verbreitung nicht vollständig genügt worden ist.
ART. 27.
Nicht täglich erscheinende und von der Post nicht als Zeitungen behandelte
periodische Werke können von einem Lande zum anderen, Seitens der beiden
Verwaltungen, unter folgenden Bedingungen befördert werden :-
1. Sie müssen in dem Lande gedruckt sein, welches sie dem anderen zusendet.
2. Sie müssen unter Kreuzband oder an den Seiten offenen Umschlägen zur
Post gegeben werden, so dass sie leicht controlirt werden können.
3. Der von der Britischen Postverwaltung sowohl als von der Preussischen
Postverwaltung zu erhebende Portosatz wird für jede der gedachten
Postverwaltungen wie folgt festgesetzt.
Für jedes nicht zwei Ünzen an Gewicht übersteigende Werk, einen
Penny.
Für jedes Werk über zwei Unzen an Gewicht und nicht über drei
Unzen schwer, sechs Pence.
Für jedes Werk über drei Unzen an Gewicht und nicht über vier
Unzen schwer, acht Pence.
Und für jede Unze über vier bis sechszehn Unzen (der Grenze bis zu
welcher dergleichen Versendungen Statt finden dürfen), zwei
Pence mehr, mit der Massgabe, dass jeder Bruch einer Unze
für eine volle Unze gerechnet wird. In Gemässheit der Festset-
zungen in dem folgenden Artikel muss die Preussische Postver-
waltung das Preussische interne und das von Preussen an die

Netherlands and Hamburgh, and the British Post Office shall
collect the British internal rate, and also that payable for
transit by Great Britain to the Post Office of Belgium.
4. The postage for the said periodical works, as far as it belongs to either of
the contracting Post Offices, and respectively, as far as it is to be levied
by them, for foreign Post Offices, must be paid, on posting, by the
sender, and upon delivery, by the receiver.
ART. 28.
The Inhabitants of both States may send from one country to the other courses
of exchange, prices current, and such other printed papers as are allowed in the
United Kingdom, as well as in Prussia, to pass by post at a reduced rate, under
the following conditions, namely :—
1. The said printed papers must be sent in bands or covers, open at the
sides, and (with the exception of the address) must not contain any
writing, figures, or manual mark whatsoever. The courses of exchange
and prices current shall merely give the name and prices of goods,
without any mention of the name and residence of the vendors.
2. The postage belonging to each Post Office, and that which is to be paid
to Foreign Post Offices, for the transit of such papers, must be levied
by each Öffice respectively on the posting or delivery of the paper.
No accounts shall be required between the two Post Offices respecting the
mutual transmission of periodical works, prices current, courses of
exchange, &c., mentioned in this and in the preceding Article, each
Office retaining, on its own account, the postage which it shall have
charged according to the foregoing stipulations.
ART. 29.
The conveyance of newspapers and periodical works allowed to pass as news-
papers published in the United Kingdom, and addressed to persons in those
Foreign Countries, the correspondence of which is transmitted through Prussia,
as well as the conveyance of newspapers and periodical works published in the
above-mentioned foreign countries, and transmitted through Prussia to the United
Kingdom (provided such conveyance be allowed by both contracting Post Offices),
shall be effected upon the same conditions as those prescribed in Article 25.
ART. 30.
The same regulations shall be observed with newspapers and periodical works
allowed to pass as newspapers published in Prussia, and addressed to those
Foreign Countries beyond sea, the correspondence of which is transmitted through
the United Kingdom. It is, however, understood that the sender of such news-
papers and periodical works must pay a rate of one halfpenny for each paper,
whatever the number of sheets may be, for sea postage, to be paid by the Prus-
sian Office to the British Office. The same rates of sea postage shall be paid for
newspapers and periodical works from Foreign Countries beyond sea, transmitted
through the United Kingdom to Prussia.
It is also understood that, if the Postage above mentioned cannot be collected
by the British Post Office, the Prussian Post Office shall pay the amount due to
the British Office, according to the preceding stipulations.

Niederländische und Hamburger Postverwaltung zu zahlende
Porto erheben, und die Britische Postverwaltung muss das
Britische interne und das von Grossbritanien der Belgischen
Postverwaltung für den Transit zu zahlende Porto erheben.
4. Das Porto für die gedachten periodischen Werke muss, so weit solches
jede der contrahirenden Postverwaltungen zu beziehen und resp.
für fremde Postverwaltungen zu erheben hat, bei abgehenden Sendungen
vom Absender und bei ankommenden Sendungen vom Empfänger
entrichtet werden.
ART. 28.
Die Bewohner beider Staaten können von einem Lande nach dem anderen
Wechselcourse, Preiscourante, und solche gedruckte Papiere die in dem Vereinig-
ten Königreiche sowohl als auch in Preussen gegen ermässigtes Porto befördert
werden dürfen, unter folgenden Bedingungen versenden :-
1. Die gedachten gedruckten Papiere müssen unter Kreuzband oder an den
Seiten offenen Umschlägen zur Post gegeben werden, und dürfen
ausser der Addresse nichts Geschriebenes, weder Ziffern noch irgend ein
Handzeichen enthalten. Die Wechselcourse und Preiscourante dürfen
nur den Namen und den Preis der Güter angeben, ohne des Namens
und Wohnortes des Verkäufers zu erwähnen.
2. Das Porto muss, so weit solches jede der Postverwaltungen zu beziehen,
und resp. beim Transit solcher gedruckten Papiere an fremde Post-
verwaltungen zu bezahlen hat, bei abgehenden Sendungen vom Ab-
sender und bei ankommenden Sendungen vom Empfänger entrichtet
werden.
Ueber die gegenseitige Zuführung der in diesem und dem vorhergehenden
Artikel erwähnten periodischen Werke, Preiscourante, und Wechsel-
course, u. s. w., soll eine Abrechnung zwischen den beiden Postver-
waltungen nicht Statt finden, vielmehr von jeder der gedachten Verwal-
tungen der betreffende Portoantheil für eigne Rechnung nach Massgabe
der vorhergehenden Bestimmungen erhoben werden.
ART. 29.
Die Beförderung der in dem Vereinigten Königreiche erscheinenden Zeitungen
und von der Post als Zeitungen behandelten periodischen Werke an Personen
in solchen fremden Ländern, deren Correspondenz durch Preussen transitirt, so
wie die Beförderung der in letztgedachten fremden Ländern erscheinenden im
Transit durch Preussen nach dem Vereinigten Königreiche gehenden Zeitungen
und periodischen Werke (vorausgesetzt dass solche Seitens der beiderseitigen Post-
verwaltungen für zulässig erachtet wird), unterliegt denselben Bedingungen, wie
solche im Artikel 25, vorgeschrieben worden sind.
ART. 30.
Dieselben Bestimmungen sollen Anwendung finden auf Zeitungen und auf die
von der Post als Zeitungen behandelten periodischen Werke, welche in Preussen
erscheinen und nach solchen fremden überseeischen Ländern addressirt sind, deren
Correspondenz im Transit durch das Vereinigte Königreich befördert wird,
jedoch mit der Bedingung dass der Absender für diese Zeitungen und periodischen
Werke den Satz von einem halben Penny pro Stück ohne Rücksicht auf die
Bogenzahl an Seeporto vorausbezahlen muss. Dieselben Seeportosätze sollen
entrichtet werden, für Zeitungen und periodische Werke von fremden über-
seeischen Ländern, durch das Vereinigte Königreich transitirend, nach Preussen.
Die Preussische Postverwaltung wird übrigens, wenn das oben erwahnte Porto
von der Britischen Postverwaltung nicht erhoben werden kann, der letzteren
Verwaltung den derselben nach obigen Festsetzungen gebührenden Portobetrag
vergüten.

CHAPTER VI.
VARIOUS REGULATIONS.
ART. 31.
The British Post Office shall make out monthly the accounts respecting the
mutual transmission of the correspondence forwarded in the closed Mails, de-
signated in Article 2. These accounts, after having been examined, compared,
and settled by the two Post Offices, shall be paid after the expiration of every
quarter by that Office which shall be found to be in debt to the other.
ART. 32.
Dead Letters, Newspapers, &c., which cannot be delivered from whatever
cause, shall be mutually returned, after the expiration of every month or oftener,
if possible. Such of those letters as shall have been charged in the account,
shall be returned for the same amount of postage which was originally charged
by the sending Office.
It is, however, understood that letters which have been opened cannot be
returned.
ART. 33.
Letters misdirected, or mis-sent, shall be reciprocally returned, without delay,
through the respective Offices of exchange, for the same amount of postage which
was charged by the despatching Office to the other Office.
With regard to letters addressed to persons who have changed their residence,
whatever be the origin of such letters, they shall be returned, charged, with the
rate that should have been paid by the receiver.
ART. 34.
In order reciprocally to secure the postage on the whole correspondence from
one country to the other, the British and Prussian Governments engage to prevent,
by all the means in their power, the transmission of the said correspondence
through any other channel than their respective Post Offices.
Nevertheless, it is understood that Couriers sent by commercial firms or by other
persons, to convey occasionally a single letter, or one or more newspapers, may
pass unmolested through the respective territories of both Powers, provided the
said Couriers exhibit at the Prussian frontier the letters or newspapers which they
convey to the first Post Office on their road, which office shall tax the said letter
or newspapers with the rates prescribed by the laws and regulations of the
country.
The said letter or newspapers shall be marked with the date and the tax of the
office at which the postage shall have been paid, and a certificate thereof shall be
delivered to the courier and annexed to his passport.
ART. 35.
The form in which the accounts mentioned in Article 31 are to be made out,
and all other matters of detail which are to be arranged by mutual consent for
ensuring the execution of the stipulations contained in the present Convention,
shall be settled between the Post Offices of the United Kingdom and of Prussia,
as soon as possible after the exchange of the ratifications of the said Convention.
It is also agreed that the measures of detail mentioned in the present Article
may be modified by the two Post Offices, whenever they shall have decided by
mutual consent that such modifications would be beneficial to the Post Office
service of the two countries.

KAPITEL VI.
VERSCHIEDENE BESTIMMUNGEN.
ART. 31.
Die Britische Postverwaltung wird monatlich die Abrechnungen über die
gegenseitige Zuführung der Correspondenz welche in den Artikel 2, verzeichneten,
verschlossenen Briefpacketen befördert worden ist, aufstellen. Diese Abrech-
nungen sollen, nachdem sie von beiden Postverwaltungen geprüft verglichen und
berichtigt worden sind, nach Ablauf eines jeden Vierteljahres von derjenigen
Verwaltung bezahlt werden, welche als Schuldner der anderen befunden wird.
ART. 32.
Briefe, Zeitungen, u. s. w., welche aus irgend einem Grunde nicht haben
bestellt werden können, sollen nach Verlauf eines jeden Monats oder, wo möglich
noch öfter, gegenseitig zurückgesendet werden. Diejenigen dieser Briefe für
welche ein Portobetrag angerechnet worden ist, sollen für den von dem absen-
denden Postamte ursprünglich angerechneten Betrag zurück gesendet werden.
Es wird jedoch bemerkt dass Briefe welche geöffnet worden sind nicht zurück-
geschickt werden dürfen.
ART. 33.
Unrichtig addressirte oder unrichtig spedirte Briefe scllen gegenseitig ohne
Verzug Seitens der betreffenden Auswechselungs Postämter für denselben Porto-
betrag zurückgesendet werden, welcher von einem Auswechselungsamte dem
anderen angerechnet worden ist.
Was die Briefe an Personen betrifft, die ihren Wohnort geändert haben, so
sollen selbige, ohne Rücksicht auf ihren Ursprung unter Anrechnung desjenigen
Porto zurückgesendet werden welches der Empfänger zu zahlen gehabt haben
würde.
ART. 34.
Behufs der gegenseitigen Sicherung des Porto für die ganze Correspondenz
von einem Lande nach dem anderen verpflichtet sich das Britische und das
Preussische Gouvernement durch alle denselben zu Gebote stehenden Mittel die
Beförderung der gedachten Correspondenz durch andere Beförderungsgelegen-
heiten als ihre resp. Postanstalten zu verhindern. Es sollen jedoch Couriere
welche von Handlungshäusern oder anderen Personen Behufs der gelegentlichen
Beförderung eines einzelnen Briefes oder einer oder mehrerer Zeitungen abge-
sendet werden, ungestört durch das resp. Gebiet der beiden Staaten passiren
können, vorausgesetzt, dass die gedachten Couriere an der Preussischen Grenze
den zu befördernden Brief oder die Zeitungen dem ersten auf ihrer Route bele-
genen Postamte vorzeigen, welches den Brief oder die Zeitungen mit dem durch
die Gesetze und Bestimmungen des Landes vorgeschriebenen Porto zu taxiren hat.
Der gedachte Brief oder die Zeitungen sollen mit dem Datum und der Taxe
desjenigen Amtes bezeichnet werden, bei welchem das Porto vorausbezahlt worden
ist, worüber dem Courier ein Certificat übergeben und seinem Reisepasse hinzuge-
fügt werden soll.
ART. 35.
Die Form in welcher die im Artikel 31, gedachten Rechnungen aufzustellen
sind, und alle anderen Details die Behufs der sicheren Ausführung der in gegen-
wärtiger Convention enthaltenen Festsetzungen durch gegenseitige Uebereinkunft
anzuordnen bleiben sollen zwischen den Postverwaltungen des Vereinigten Köni-
greichs und Preussen sobald als möglich nach Auswechselung der Ratificationen
der vorliegenden Convention regulirt werden.
Es wird auch genehmigt, das die in diesem Artikel gedachten Details Seitens
der beiden Postverwaltungen modificirt werden können sobald mit gegenseitiger
Zustimmung solche Modificationen Behufs des Postdienstes beider Länder für
erspriesslich erachtet werden.

POSTAGE CONVENTION.
ART. 36.
The value of the British and Prussian money is fixed thus,-that one penny
British money shall be considered equal to ten Pfennige Prussian money.
ART. 37.
The present Convention is concluded for ten years; after that period it shall
continue in force during ten years more, and so on, unless a notification to the
contrary should be made by either of the contracting parties one year before the
expiration of each period. During this last year the Convention shall continue
to be fully and entirely carried into effect, without prejudice to the settlement of
the accounts between the two Post Offices after the expiration of the said term.
ART. 38.
The present Convention shall be ratified, and the ratifications exchanged at
London within two months, or sooner if possible, and it shall come into opera-
tion on the first day of January, One thousand eight hundred and forty-seven.
In witness whereof the respective Commissioners have signed the present Con-
vention, and affixed their Seals thereto.

ART. 36.
Der Werth des Britischen und des Preussischen Geldes wird dergestalt be-
stimmt, dass ein Penny Britisches Geld zehn Pfennigen Preussischen Geldes
gleich geachtet werden sollen.
ART. 37.
Die gegenwärtige Convention ist auf zehn Jahre geschlossen; nach Ablauf
dieses Zeitraumes soll dieselbe wieder zehn Jahre in Kraft bleiben, und so weiter
für die folgende Zeit, wofern nicht eine entgegesetzte Notification von einem der
contrahirenden Theile ein Jahr vor Ablauf jeder Periode gemacht wird. Wäh-
rend dieses letzten Jahres soll die Convention in ihrem ganzen Umfange in Kraft
bleiben, ohne Nachtheil für die Feststellung der nach Ablauf der gedachten
Frist zwischen den beiden Postverwaltungen zu regulirenden Abrechnungen.
ART. 38.
Die gegenwärtige Convention soll ratificirt und die Ratificationen sollen inner-
halb zweier Monate oder wo möglich noch früher zu London ausgewechselt
werden, und soll dieselbe mit dem ersten Januar des Jahres ein tausend acht
hundert und sieben und vierzig zur Ausführung kommen.
Zur Urkunde dessen haben die resp. Bevollmächtigten die gegenwärtige Con-
vention unterzeichnet und ihre Siegel beigedrückt.
Gegeben in Doppelter Ausfertigung zu London den ersten October ein tausend
acht hundert und sechs und vierzig.

ARTICLES
Agreed upon between the POST OFFICE of GREAT BRITAIN and the POST OFFICE
of PRUSSIA for carrying into execution the Convention of 1st October, 1846.
In pursuance of Article 35 of the Convention of the 1st October, 1846, between
the Post Offices of Great Britain and Prussia, according to which the two Offices
immediately after the exchange of the Ratifications of the said Convention shall
decide upon the regulation of the form in which the accounts respecting the
mutual transmission of correspondence, are to be made up, as well as all other
matters of detail which are to be arranged by mutual consent for the execution
of the stipulations contained in the said Convention,
The Undersigned, duly authorized for that purpose by their respective Offices,
have agreed upon the following Articles, which shall take effect simultaneously
with the said Convention.
REGULATIONS FOR THE RESPECTIVE OFFICES OF
EXCHANGE.
ART. 1.
According to Article 2 of the Convention the Exchange of Mails between the

ART. 2.
An exchange of correspondence shall take place between the Offices of
London and Dover and the Offices of Aix-la-Chapelle and Cologne by means of
the Belgian Mail.
An exchange of correspondence shall take place between the Office of
London and the Office of Emmerich by means of the Netherlands Mail.
An exchange of correspondence shall take place between the Office of
London and the Prussian Office at Hamburgh by means of the Hamburgh Mail.
An exchange of correspondence shall also take place between the Öffice of
Hull and the Prussian Office at Hamburgh by means of private steam-boats
plying between Hull and Hamburgh as opportunities occur.
ART. 3.
The Tables 1 and 2, annexed to the present Articles, show the countries and
places to which the different classes of correspondence are to be transmitted in
the Mails specified in Article 1. Both respective Offices shall from time to time
examine and correct these Tables, and shall give due notice to each other of any
alteration in them.

BE STIMMUNGEN
Ueber welche die PosTVERWALTUNG von GROSSBRITANIEN und die PosTVER-
WALTUNG VON PREUSSEN, wegen der Ausführung der Convention vom 1ten
October, 1846, übereingekommen sind.
IM Verfolg des Artikels 35 der Convention zwischen der Postverwaltung
Grossbritaniens und Preussens vom 1ten October, 1846, wonach die beiden Post-
verwaltungen, unmittelbar nach der Auswechselung der Ratificationen der
gedachten Convention, sowohl die Regulirung der Form zu verabreden haben,
in welcher die Abrechnungen über die gegenseitig auszuliefernde Correspondenz
aufzustellen sind, als alle anderen Details, welche Behufs der Ausführung der
in gedachter Convention enthaltenen Festsetzungen, durch gegenseitige Uebe-
reinkunft anzuordnen sind,
Haben die Unterzeichneten, zu diesem Zwecke von ihren respectiven Verwal-
tungen gehörig autorisirt, sich über folgende gleichzeitig mit der gedachten
Convention in Kraft tretende Artikel geeinigt.
BESTIMMUNGEN FÜR DIE RESPECTIVEN AUSWECHSELUNGS
POSTAEMTER.
ART. 1.
Nach Massgabe des Artikels 2 der Convention, soll die Auswechselung von
Briefpacketen zwischen Britischen und Preussischen Postämtern wie folgt
geschehen.

amte zu London und dem Postamte zu Emmerich, vermittelst der Nieder-
ländischen Briefpost.
Eine Auswechselung von Correspondenz soll Statt finden, zwischen dem Post-
amte zu London, und dem Preussischen Postamte in Hamburg, vermittelst
der Hamburger Briefpost, und
Eine Auswechselung von Correspondenz soll auch Statt finden, zwischen dem
Postamte zu Hull und dem Preussischen Postamte in Hamburg, vermittelst
der zwischen Hull und Hamburg in Gang befindlichen privat Dampfböte, wie
die Gelegenheiten sich darbieten.
ART. 3.
Die den gegenwärtigen Artikeln beigefügten Tabellen No. 1 und 2 geben die
Länder und Orte an nach welchen die verschiedenen Classen von Correspondenz
in den im Artikel 1 specificirten Briefpacketen befördert werden sollen.
Die beiden respectiven Verwaltungen werden diese Tabellen von Zeit zu Zeit
prüfen und berichtigen, und sich von jeder Veränderung in denselben gehörige
Nachricht geben.

ARTICLES, &c.
Art. 4.
The British Offices of London, Dover, and Hull shall make up separately,
and enter under their respective heads in the Letter Bill, a copy of which is
annexed to these Articles,-
1stly. The Letters for Prussia and Countries beyond;
2ndly. The Newspapers; and
3rdly. The Periodical Works, and other printed papers.
The Post Offices of London and Dover shall enclose the mails for Cologne in
those for Aix-la-Chapelle, so that from each of the said Offices there shall be
sent only one mail for Aix-la-Chapelle through Belgium.
ART. 5.
In like manner, the Prussian Post Offices of Hamburgh, Emmerich, Aix-la-
Chapelle, and Cologue shall make up separately, and enter under their respective
heads in the Letter Bill, a copy of which is annexed to these Articles,—
1stly. The Letters for Great Britain and Countries beyond;
2ndly. The Newspapers; and
3rdly. The Periodical Works and other printed papers.
The Post Office of Cologne shall send the mails for Dover and London to
Aix-la-Chapelle, and the Post Office of Aix-la-Chapelle adding these to its own
mails for Dover and London respectively, shall in like manner make one mail
only for the Office of London, and one for the Office of Dover.
ART. 6.
On the paid letters, either international or passing in transit through one or
both Countries, sent from one Office to the other, there shall be distinctly marked
with red ink in the upper right hand corner of such letter the amount (in
British money) due to the receiving Office according to the Tables 1, 2, and 3,
annexed to the Convention, and in like manner on all unpaid letters there
shall be marked with black ink the amount due to the despatching Office.
- In the event of any reduction taking place in the rates contained in Tables 1,
2, and 3, annexed to the Convention, both contracting Offices engage to give due
notice to each other of such reduction.
ART. 7.
The British Offices of exchange in charging the postage due to the Post
Offices of Prussia, shall uniformly make use of weights, having the British
ounce for unit, with its divisions into half and quarter ounces, and the Prussian
Offices of Exchange, in charging the postage due to Great Britain, shall uni-
formly make use of weights having the Prussian Loth for unit (two Loth being
considered equal to one ounce British).
REGISTERED LETTERS.
ART. 8.
The rates of postage for registered letters in both countries being that to
which ordinary letters are liable, they shall be included in the bulk of the
correspondence mutually exchanged between the respective offices; but a separate
entry of the number, and the amount of Registration Fees due to the respective
Offices, according to Articles 13 and 14 of the Convention, shall be made in an
Article provided in the Letter Bill for that purpose.
ART. 9.
Registered letters to and from those foreign countries which are permitted to
transmit them between the British and Prussian Offices, shall be subject to the
same conditions as international registered letters.

die für Aachen mit einschliessen, so dass von jeden der gedachten Postämter
nur ein Briefpacket nach Aachen durch Belgien abzusenden ist.
ART. 5.
In gleicher Weise, sollen die Preussischen Postämter zu Hamburg, Emme-
rich, Aachen und Coeln,-
1stens. Die Briefe nach Grossbritanien und jenseitigen Ländern;
2tens. Die Zeitungen; und
3tens. Die Periodischen Werke und andere gedruckte Sachen abgesondert
verpacken, und in die Briefkarten (von denen ein Exemplar diesen Artikeln
beiliegt) unter die betreffenden Abtheilungen eintragen.
Das Postamt zu Cöln soll die Briefpackete für Dover und London nach
Aachen senden, wonächst das Postamt zu Aachen seinen eigenen Briefpacketen
respective für Dover und London jene hinzufügen, und nur ein Briefpacket an
das Postamt zu London und eines an das Postamt zu Dover, abzusenden hat.
ART. 6.
Auf den frankirten, gleichwie ob National oder im Transit durch eines oder
durch beide Länder gehenden Briefen welche von der einen Verwaltung an die
andere gesendet werden, soll deutlich, in der oberen rechten Ecke jeden Briefes
mit rother Tinte, der Betrag (in Britischem Gelde) verzeichnet werden, welcher
der empfangenden Verwaltung nach Massgabe der der Convention beigefügten
Tabellen No. 1, 2, und 3, gebührt; und in gleicher Weise soll auf allen un-
frankirten Briefen der Betrag mit schwarzer Tinte verzeichnet werden, welcher
der absendenden Verwaltung gebührt.
Für den Fall irgend einer Ermässigung der Portosätze welche in den de
Convention beigefügten Tabellen 1, 2 und 3 enthalten sind, verpflichten sic
beide contrahirende Postverwaltungen, einander gehörige Nachricht von solche
Ermässigungen zu geben.
ART. 7.
Die Britischen Auswechselungs Postämter sollen sich bei Berechnung des
der Preussischen Postverwaltung gebührenden Porto gleichförmig des
Gewichtes bedienen welches die Britische Unze als Einheit hat, mit ihren
Theilen in halben und viertel Unzen, die Preussischen Auswechselungs Post-
ämter sollen dagegen, bei Berechnung des Grossbritanien gebührenden Porto,
sich gleichförmig des Gewichtes bedienen, welches das Preussische Loth als
Einheit hat (wobei zwei Loth einer Unze Britisch gleich zu achten sind.)
RECOMMANDIRTE BRIEFE.
ART. 8.
Da die Portosätze für recommandirte Briefe in beiden Ländern dieselben
sind, denen gewöhnliche Briefe unterliegen, so sollen selbige in die Summe für
die gewöhnliche Correspondenz mit eingerechnet werden, welche gegenseitig
zwischen den respectiven Postämtern ausgewechselt wird, es soll aber die
Zahl und der Betrag der Recommandations Gebühren welcher jeder der
betreffenden Verwaltungen, nach Artikel 13 und 14 der Convention zusteht, in
eine zu diesem Zwecke bestimmte Rubrik der Briefkarte besonders eingetragen
werden.
ART. 9.
Recommandirte Briefe nach und von denjenigen fremdern Ländern denen die
Versendung solcher Briefe zwischen der Preussischen und Britischen Post-
verwaltung gestattet ist, sollen denselben Bedingungen unterworfen sein wie
die recommandirten national Briefe.

ARTICLES, &c.
ART. 10.
All registered letters exchanged between the respective Offices shall be entered
in the table prepared for that purpose, and annexed to the Letter Bill, and in
which shall be given the address of the letter, its place of origin and destination.
They shall also bear upon them in addition to all other stamps, one with the
word registered, and they shall be securely tied up, together with a cross string,
the ends of which shall be made fast to the bottom of the Letter Bill of the
despatching Office, by means of sealing wax, which shall bear an impression of
the official seal of the Office.
The acknowledgment of their receipt shall be made with that of the other
portions of the mail.
ART. 11.
The British Post Office engages, if specially required, to furnish the Prussian
Office with a copy of the entry in the Registered Letter Book of any registered
letter addressed to the United Kingdom, if applied for within one year from the
day of despatch thereof.
LETTER BILLS, ACKNOWLEDGMENTS OF RECEIPTS, STAMPS,
ACCOUNT, &c., &c.
ART. 12.
Every mail, whether ordinary or supplementary, passing between the respective
Offices of exchange, shall be accompanied by a Letter Bill, specifying the
number of letters of each class, and the amount due to each Office. This
amount shall be stated in British money.
It is, however, understood that Newspapers, Courses of Exchange, Prices
Current, and other printed papers are only to be entered in the Letter Bills,
with the amount of their numbers, no account being required according to
Article 28 of the Convention, with the exception of newspapers sent vid
Belgium, for which a transit rate of one halfpenny each is to be entered in the
Letter Bill to the credit of the British Office, according to Article 25 of the
Convention.
There shall also be entered to the credit of the British Office for every news-
paper to and from any British colony or Foreign country, from and to Prussia,
or countries through Prussia, an additional sum of one halfpenny for sea postage,
and for every Newspaper from Canada to Prussia, or countries through Prussia,
and vice versa, a further sum of one halfpenny postage for the transit through
the United States.
The Letter Bills shall be accompanied by an acknowledgment of receipt.
The Office to which the mail is addressed, shall return by the next post an
acknowledgment of receipt to the Office from which it was despatched.

ART. 13.
The Letter Bills and Acknowledgments of Receipt, indicating the correct.
amount of postage due to each Office, shall serve as vouchers to the monthly
accounts mentioned in Article 31 of the Convention. If, in checking the mails
transmitted to the respective Offices, the amount of postage of any of the
articles shall be found to differ from that entered on the Letter Bill, such
articles shall be checked by two Officers, and the amended account entered by
them on the verification side of the Letter Bill, shall be accepted as the true
amount.
ART. 14.
The Letter Bills and Acknowledgments of Receipt for the use of the respective
Offices shall be made according to the forms agreed upon and annexed to the
present Articles.

ART. 10.
Alle recommandirten Briefe, welche zwischen den respectiven Postämtern
ausgewechselt werden, sollen in das zu diesem Zwecke bestimmte, und der
Briefkarte beigefügte Verzeichniss eingetragen werden, in welchem die Addresse
des Briefes, und der Ursprungs und Bestimmungsort anzugeben ist.
Sie sollen auch neben allen anderen Stempeln einen mit dem Worte, "Re-
gistered" tragen; und alle zwischen den betreffenden Postämtern aus-
zuwechselnden recommandirten Briefe sollen mittelst gekreuzten Bindfadens
sicher zusammengebunden, und dessen Enden an die Briefkarte des absendenden
Postamtes, vermittelst Siegellacks befestigt werden, welches den Abdruck des
Dienstsiegels des gedachten Amtes tragen muss.
Die Bescheinigung des Empfanges der gedachten Briefe wird mit der über
die anderen Bestandtheile der Post gemeinschaftlich ausgefertigt.
ART. 11.
Die Britische Verwaltung verpflichtet sich, auf besonderes Verlangen, die
Preussische Postverwaltung mit einer Abschrift der Registratur zu versehen,
mit der jeder nach dem Vereinigten Königreiche addressirte recommandirte
Brief, in das Buch für recommandirte Briefe eingetragen ist, wenn dieses
Verlangen innerhalb eines Jahres vom Tage der Absendung gestellt wird.
BRIEFKARTEN, EMFANGSBESCHEINIGUNGEN, STEMPEL,
ABRECHNUNGEN, U. s. w.
ART. 12.
Jedes Briefpacket, gleichwie ob ordinair oder extraordinair welches zwischen
den betreffenden Auswechselungs Postämtern versendet wird, soll von einer
Briefkarte begleitet sein, in welcher die Zahl der Briefe jeder Klasse, und der
jeder Postverwaltung gebührende Portobetrag einzutragen ist.
Dieser Betrag
soll in Britischem Gelde angegeben werden.
Hierbei wird bemerkt, dass Zeitungen, Wechselcourse, Preiscourante, und
andere gedruckte Sachen in die Briefkarten nur der Stückzahl nach einzutragen
sind, da nach Artikel 28 der Convention eine Abrechnung dieserhalb nicht
erforderlich ist, mit Ausnahme der über Belgien zu sendenden Zeitungen für
welche, nach Massgabe des Artikels 25 der Convention, der Britischen Ver-
waltung ein Transitporto von einem halben Penny in der Briefkarte in Credit zu
stellen ist.
Auch soll der Britischen Verwaltung für jede Zeitung nach, und von irgend
einer Britischen Colonie, oder einem fremden Lande von und nach Preussen
oder Ländern jenseit Preussens der Betrag von einem halben Penny Seeporto in
Credit gestellt werden, und für jede Zeitung von Canada nach Preussen und
Ländern jenseit Preussens und vice versa, noch ein fernerer Betrag von einem
halben Penny an Porto für den Transit durch die Vereinigten Staaten.
Die Briefkarten sollen von einer Emfangsbescheinigung begleitet sein. Das
Postamt, an welches das Briefpacket adressirt ist soll diese Bescheinigung
vollzogen mit der nächsten Post an das Postamt zurücksenden, von welchem
sie abgeschickt worden ist.
ART. 13.
Die Briefkarten und Empfangsbescheinigungen, welche den richtigen, jeder
Verwaltung gebührenden Portobetrag angeben, sollen bei den, im Artikel 31,
der Convention erwähnten monatlichen Abrechnungen als Beläge dienen.
Wenn beim Decartiren der den betreffenden Postämtern zugesandten
Briefpackete der Portobetrag für irgend einen der Artikel von dem in der
Briefkarte, eingetragenen differirend befunden werden sollte, so sollen der-
gleichen Artikel von zweien Beamten decartirt werden, und der von diesen in
die dazu bestimmte Rubrik der Briefkarte eingesetzte berichtigte Portobetrag
soll als der richtige angenommen werden.
ART. 14.
Die von den betreffenden Postämtern anzuwendenden Briefkarten und
Empfangsbescheinigungen sollen nach Massgabe der genehmigten und diesen
Artikeln beigefügten Formularen, ausgefertigt werden.
ARTICLES, &c.
ART. 15.
If it should happen, at the usual period for making up the mails, ordinary
or supplementary, that there should not be any letter or other correspondence
from either of the Offices of exchange for the corresponding Office, a blank
Letter Bill shall nevertheless be sent.
The Offices authorized to forward Supplementary Mails to the corresponding
Offices, shall make a distinction between the supplementary and ordinary Mails
by writing on the top of the Letter Bills accompanying the former, "Supple-
mentary Mail." The acknowledgment of receipt for such Supplementary Mails
shall be headed in like manner.
ART. 16.
In addition to the local dated stamps, with which Letters, Newspapers, &c.,
must be stamped, such articles as shall have been paid to their destination, or to
the furthest limit, shall bear plainly impressed a stamp "P (paid)."
Such letters, &c., the postage of which shall not be prepaid by the sender,
shall have the local dated stamp only.
ART. 17.
The General Post Office of London shall prepare every month separate ac-
counts, exhibiting the results of the exchange of correspondence between the
respective Offices. Such accounts shall be founded upon the letter bills and
acknowledgments of receipt of the respective Offices during the month in
question. The separate accounts shall be immediately incorporated in a general
account, which shall exhibit the results of the exchange, whether in ordinary
or supplementary mails during the month.
The separate and general accounts shall be prepared according to the forms
agreed upon and annexed to the present Articles; and the above accounts shall
be made out in British money.
ART. 18.
All correspondence exchanged between the respective Offices of Great
Britain and Prussia, either by way of Belgium, the Netherlands, or Hamburgh,
shall be made up in closed mails, properly secured, and sealed with the official
seal of the respective Offices.
The Mails from the British Offices are to be addressed as follows:-

DEAD LETTERS, RETURNED LETTERS, &c.
ART. 19.
The postage of Dead Letters, &c., which are to be mutually returned monthly,
in conformity with Article 32 of the Convention, shall be allowed in discharge
of the account of the Office to which the said letters were originally trans-
mitted.
The accounts to be used by the respective Offices in returning these letters
shall be in accordance with the forms annexed to these Articles.
Mis-sent Letters, however, shall be mutually returned by the first post to the
Office from which they were received, and credit taken for the amount of
postage originally charged upon them.
Re-directed Letters shall also be mutually returned by the first post, and shall
be charged with the same amount of postage that would have been paid by the
parties to whom they were addressed.

ART. 15.
Wenn es sich ereignen sollte, das zu der gewöhnlichen Zeit wo ordinaire oder
extraordinaire Briefpackete geschlossen werden, kein Brief oder andere Corres-
pondenz von einem Auswechselungs Amte an das betreffende andere vorhanden
wäre, so soll dennoch eine vacat Briefkarte abgesandt werden.
Die Postämter, welche autorisirt sind, extraordinaire Briefpackete an die
betreffenden jenseitigen Aemter abzusenden, sollen einen Unterschied zwischen
extraordinairen und ordinairen Briefpacketen machen, indem sie die Briefkarten,
welche die ersteren begleiten, mit "Supplementary Mail" überschreiben. Die
Empfangsbescheinigungen solcher extraordinairen Briefpackete sind in gleicher
Weise zu überschreiben.
ART. 16.
Ausser den mit Datum versehenen Ortstempeln mit welchen Briefe, Zeitun-
gen, u. s. w., gestemplt werden müssen, sollen alle bis zum Bestimmungsorte
oder bis zu einer bestimmten Grenze frankirten Briefe deutlich mit einem
Stempel "P (paid)" bedruckt werden.
Solche Briefe, für welche das Porto vom Absender nicht vorausbezahlt ist,
sollen nur den mit Datum versehenen Ortsstempel tragen.
ART. 17.
Das General Postamt zu London wird jeden Monat besondere Abrech-
nungen aufstellen, welche das Ergebniss der gegenseitigen Zuführung von Corre-
spondenz zwischen den betreffenden Postämtern darstellen. Diese Abrech-
nungen sollen auf die Briefkarten und Empfangsbsecheinigungen der respectiven
Postämter während des betreffenden Monats gegründet sein. Diese beson-
deren Abrechnungen werden unmittelbar hierauf in eine general Abrechnung
zusammen gestellt werden, welche das Ergebniss der Auswechselung sowohl
ordinairer als extraordinairer Briefpackete während des betreffenden Monats
nachweiset.
Die besonderen und general Abrechnungen sollen nach Massgabe der geneh-
migten und diesen Artikeln beigefügten Formularen angefertigt werden, und
sollen die obigen Abrechnungen in Britischem Gelde aufgestellt werden
ART. 18.
Alle Correspondenz welche zwischen den betreffenden Postämtern Gross-
britaniens und Preussens über Belgien, die Niederlande, oder Hamburg ausge-
wechselt wird soll in verschlossenen, gehörig verpackten, und mit dem
Dienstsiegel der betreffenden Postämter versiegelten Briefpacketen abgefertigt
werden, welche von Britischen Aemtern wie folgt zu addressiren sind.

ART. 19.
Das Porto für unbestellbare Briefe, u. s. w., die in Gemässheit des Artikel 32
der Convention monatlich gegenseitig zurückzusenden sind, kann von der
Rechnung desjenigen Amtes in Abzug gebracht werden, von welchem die
gedachten Briefe ursprünglich abgeschickt worden sind.
Die von den betreffenden Aemtern bei Rücksendung dieser Briefe anzuwen-
denden Abrechnungs-Formulare, sollen nach den diesen Artikeln beigefügten
Mustern angefertigt werden.
Unrichtig beförderte Briefe sollen jedoch mit der ersten Post an dasjenige
Amt remittirt werden von welchem sie abgesandt worden sind, und zwar unter
Rückrechnung des ursprünglich für dieselben angesetzten Portobetrages.
Zurückadressirte Briefe sollen ebenfalls gegenseitig mit der ersten Post rc-
mittirt, und mit demselben Portobetrage belegt werden, welcher von dem
Adressaten zu zahlen gewesen sein würde.

ARTICLES, &c.
ART. 20.
In the event of any letters, the prepayment of which is compulsory, being
esnt unpaid from one country to the other, they shall be returned by the first
post for such payment.
ART. 21.
Letters forwarded for the purpose of annoying or injuring the parties to whom
they are addressed (the postage of which either Office may think proper to
return), even though they may have been opened, are to be included and ad-
mitted with the Dead Letters.
ART. 22.
In the event of the British Office availing itself of the privilege granted by
Article 20 of the Convention, to forward and receive the East Indian closed
Mails through the Prussian territory, the Prussian Office may, if desirable,
make up closed mails for the British Office at Alexandria, containing the cor-
respondence from Prussia for Alexandria and the East Indies, &c.; which mails
shall, according to the stipulation contained in Article 21 of the Convention, be
conveyed by the Officer in charge of the British East Indian Mail; and in like
manner, the British Office at Alexandria shall make up closed mails, which
shall contain the correspondence from the East Indies, &c., and Alexandria, for
Prussia.
Further Regulations, according to Article 23 of the Convention, are reserved.

ART. 20.
Für den Fall, dass Briefe, die dem Frankirungszwange unterliegen, von
einem Lande zum anderen unfrankirt abgesendet werden sollten, müssen
dieselben mit der ersten Post Behufs der Frankirung zurückgeschickt werden.
ART. 21.
Briefe, welche in der Absicht abgesandt werden, den Addressaten Verdruss zu
verursachen, oder sie zu beleidigen, und, deren Porto zu erstatten, jeder Ver-
waltung vorbehalten bleibt, sind, selbst nach geschehener Oeffnung den un-
bestellbaren Briefen beizuschliessen, und als solche zu behandeln.
ART. 22.
Im Falle die Britische Verwaltung von dem im Artikel 20, der Convention
gewährten Rechte, die Ostindischen verschlossenen Brieffelleisen durch das
Preussische Gebiet abzusenden, oder zu empfangen, Gebrauch machen sollte,
kann die Preussische Verwaltung, wenn es verlangt wird, verschlossene Brief-
packete mit der Correspondenz von Preussen nach Alexandrien, Ostindien. u. s. w.,
an das Britische Postamt zu Alexandrien anfertigen, welche Briefpackete, nach
Massgabe der im Artikel 21, der Convention enthaltenen Bestimmung, von dem
die Britisch Ostindische Post beaufsichtigenden Beamten mit befördert werden
sollen, und in gleicher Weise soll das Britische Amt zu Alexandrien, verschlos-
sene Briefpackete mit der Correspondenz von Ostindien, u. s. w., und Alexan-
drien, nach Preussen abfertigen.
Fernere Bestimmungen nach Massgabe des Artikels 23 der Convention
werden vorbehalten.
Gegeben in Doppelter Ausfertigung zu London den vierzehnten und zu
Berlin den ein und zwanzigsten November ein tausend acht hundert
und sechs und vierzig.
