Winston Secretary’s Office, 105 South La Salle Street Telephone Randolph 1991 :::: The Chicago Plan Commission's Plan No. 3 For the Proposed North and South Side Boulevard Improvement IMPROVEMENT CONTEMPLATED 1st.—The widening of Michigan Avenue, Pine Street and Lincoln Parkway, from Randolph Street to Chicago Ave- . nue, with Plazas adjoining the River, and North and South thereof. - 2nd.—A Boulevard on the upper level, from Randolph Street to Ohio Street, and on the present street level thence to Chicago Avenue. - - - 3rd.—A Traffic Roadway on the lower level, from Randolph Street to Ohio Street, connecting with the present cross StreetS. e 4th.-A Double Decked Bascule Bridge over the River, connecting with the upper and lower level roadways. LAND TO BE ACOUIRED Michigan Avenue from Randolph Street to a point 100 feet south of River Street is widened by taking 64 feet from the property on the East side thereof, making a street 134 feet in width, the present width of Michigan Ave- nue South of Randolph Street. Plazas are provided North and South of the River as shown on the plat hereto attached. Pine Street and Lincoln Parkway are widened from North Water Street to Sherman Street by taking 75 feet from the property on the West side thereof and from Sherman Street to Chicago Avenue by taking 80 feet from the property on the West side thereof, making the street 141 feet wide from the North Plaza to Sherman Street and 146 feet wide from Sherman Street to Chicago Avenue. On this last half block an additional five feet is taken on account of the peculiar alley conditions. . IMPROVEMENT The Upper Roadway south of the River will have sidewalks 25 feet wide on its east side, and 30 feet wide on its west side, leaving a central drive-way 75 feet wide, the improvement extending FROM BUILDING LINE TO BUILDING LINE, giving the property on both sides of the street a direct access to the sidewalks. The Upper Roadway north of the River to Ohio Street will have sidewalks on each side thereof, with a central drive-way, the widths thereof to be hereafter decided upon, the improvement extending FROM BUILDING LINE TO BUILDING LINE. - North of Ohio Street the roadway will be at the present grade, with sidewalks on either side thereof, a cen- tral parkway and two roadways on either side of said parkway, the width of which will be hereafter decided upon, but will be approximately—Sidewalks 25 feet; Roadways 32% feet each ; Parkway 26 feet. The whole Elevated Structure is to be of steel, on columns or piers kept as light as possible, all to be covered with either tile, terra cotta or concrete. The Lower Roadway on both sides of the River will extend FROM BUILDING LINE TO BUILDING LINE, and be arranged with teaming space, and sidewalks, throughout its whole length. Stairways, as shown on the plat attached, will connect the Upper Roadway with the streets below. The Lower Roadway will be lighted by sidewalk lights as far as possible, and where this light is insufficient, will be artificially lighted. GRADES Beginning at Randolph Street, at the present level of Michigan Avenue, the Upper Roadway FROM BUILD- ING LINE TO BUILDING LINE rises at a grade of 2.7 per cent to Lake Street, where it reaches a height of 13 feet above the present grade. From Lake Street to the River there is a rising grade of 9/10 of one per cent, bring- ing the Upper Roadway to a height of 16 feet above the present grade at the River. On the North side from the River to Indiana Street, there is a descending grade of 1.1 per cent crossing Mich- igan Street at a height of 17% feet above the present grade, crossing Illinois Street at a height of 14.9 feet above the present grade, and crossing Indiana Street at a height of 13 feet above the present grade. From Indiana Street the Upper Roadway descends to Ohio Street at a 3 per cent grade. Af - From Randolph Street to Lake Street the present grade of Michigan Avenue will be depressed so that the Lower Roadway will have a clearance of 13% feet and all the buildings on Michigan Avenue between these streets will have a direct entrance thereto. From Randolph Street to Lake Street this Lower Roadway will have a rising grade of 2.1 per cent. : - All the grades contemplated under the improvement, both of the Upper Roadway and of the Cross Streets con- necting with the Lower Roadway, will be considerably less than the present grades approaching the Rush Street and Jackson Blvd. bridges. BRIDGE The River will be crossed by a Double Decked Bascule Bridge, 90 feet wide, comprising a roadway 45 feet in width, with sidewalks 22% feet wide on each side thereof, and stairways at either end, connecting the upper and lower levels. . Sº STREET CROSSINGS The present grade of Lake Street will be depressed 3 feet, remedying the present over-steep grade to Beaubien Court. At South Water Street, River Street, North Water Street and Michigan Street, the present grade will re- main unchanged. The present grade of Illinois Street will be depressed 4 feet, that of Indiana Street 3 feet, and that of Ohio Street will be raised 3 feet, making all the cross streets cross at a grade of less than 2 per cent. $3Wm.
