Students in the SCEP who are U.S. citizens may be non-competitively converted to permanent positions within the Office of the Inspector General following completion of their academic and work experience requirements. Fraud in the administration of the HUD's housing programs erodes public support and detracts from the scare resources available to provide better living conditions for residents. The OIG's role in this area includes identifying cases of embezzlement, bribery, kickbacks, false claims, conflicts of interest, and other instances of program abuse. As an example in HUD's multifamily program, equity skimming is stealing money from housing developments that is meant to pay its expenses. When owners collect rents but don't pay the mortgage and don't perform routine maintenance, living conditions deteriorate for residents as funds to maintain units are diverted for the personal use of owners. Millions of dollars have been recovered by the OIG's aggressive efforts to address this type of crime. The HUD OIG pursues allegations of abuses in HUD programs and activities, as well as other violations of law or misconduct by those who participate in these programs. Our Special Agents employ an array of investigative techniques including interviews, surveillance, electronic monitoring, undercover operations, subpoenas, and search warrants. The OIG also provides witness relocation services, enabling those who witness crime in public and assisted housing to testify against criminals and still remain safe from harm. Special Agents work closely with OIG Auditors and other federal, state, and local law enforcement agencies.
