INTRODUCTION 
 
 IHE following listing of communities with locally financed indus- 
 trial development organizations was compiled by the Office of Area 
 Development, U. S. Department of Commerce, and verified with ap- 
 propriate State agencies, as part of a nationwide survey of these 
 organizations.* 
 
 Over 1,800 communities currently carry on industrial development 
 and expansion programs through formally constituted organizations, 
 variously known as "industrial development corporations," "founda- 
 tions," "funds," etc. They are concentrated for the most part in 
 nonindustrialized regions of the country and in industrialized areas 
 with persistent unemployment. Over 70 percent are in towns of less 
 than 10,000 population; somewhat over 20 percent are in towns of 
 between 10,000 and 50,000 population ; and only around 5 percent are 
 in population centers of over 50,000. 
 
 The majority of these organizations have been established since 
 World War II. Although several factors have contributed to their 
 spectacular spread, the compelling reason for their establishment was 
 the need for jobs — jobs for returning veterans, for workers displaced 
 by cutbacks in military production, and for those displaced by in- 
 creasing automation, a depletion of local resources, or shifts in con- 
 sumer demand. 
 
 Community leaders recognized that they were facing a situation 
 which could no longer be solved through single or sporadic shots in the 
 economic arm. They realized that in order to maintain the economic 
 health of their communities it would be necessary to establish perma- 
 nent organizations, endowed with funds and having flexibility to do 
 whatever was needed to develop and expand industry. Most of the 
 groups so established reflect this thinking. They are prepared to offer 
 industrial sites and plant facilities for lease or sale and to extend 
 financial and other assistance to incoming as well as established 
 industries. 
 
 By far the largest number of these organizations was promoted and 
 established by local chambers of commerce and most of them operate 
 under direct chamber auspices ; in effect, they serve as the chambers' 
 financial arm in carrying out their industrial development programs. 
 It should be emphasized that organizations listed in the following 
 pages are by no means the sole activators of local industrial develop- 
 ment. In communities that do not have such bodies, other groups may 
 perform the same functions. In a great many localities the industry 
 committee or department of the chamber of commerce carries on local 
 development activities. In other areas, municipal or county boards 
 or commissions, authorized by the State, are empowered to finance 
 industrial development programs through special appropriations or, 
 more frequently, through local revenue bond issues. 
 
 Finally, there are additional groups — public and private alike — 
 that sponsor industrial development activities independently or in 
 cooperation with local development organizations. Among the public 
 organizations are regional development groups; State development

agencies, credit corporations, development authorities, and employ- 
 ment security agencies; port authorities and port development 
 agencies; Federal Reserve Banks; and specialized departments of 
 Federal Government agencies. Among the many private groups are 
 gas and electric power companies ; common carriers ; commercial banks 
 and venture capital companies ; insurance companies ; telephone com- 
 panies ; and national organizations and foundations that have a special 
 interest in industrial development.
