The balance of payments transactions consist of capital inflows and its components (equity capital inflows, reinvested earnings, and intercompany debt in- flows); income; royalties and license fees; and charges for other services. These estimates are linked to, and extrapolated forward from, the 1980 benchmark survey, or census, of foreign direct invest- ment in the United States. They are generally consistent with estimates published for earlier years (see Selected Data on For- eign Direct Investment in the United States, 1950-79^); important differences — including changes in the definitions of the compo- nents of the direct investment position, income, and capital flows that resulted from a change in the treatment of unincorporated affiliates — are discussed in the section "Changes in the Direct Investment Series." Most of the estimates in this publication appeared earlier in various issues of the Survey of Current Business. They are pub- lished here in a single volume as a convenience to users. For royalties and license fees and for charges for other services, ex- panded country by industry detail for 1980-86 and U.S. affiliates' payments and receipts for 1981 are published for the first time. Comparable estimates for 1987 forward are available in the Survey of Current Business, usually in the August issues. They are not included in this publication, because — unlike the 1980-86 estimates, which are final — they are still subject to revision. The data for 1980 are universe values from the 1980 bench- mark survey, adjusted from the fiscal year basis on which they were reported to a calendar year basis. Beginning with 1981, universe estimates for all series except equity inflows and inter- company debt inflows are the sum of reported sample data plus an estimate of data for nonreporting affiliates. The estimate of data for nonreporting affiliates is derived by extrapolating for- ward the 1980 benchmark survey data for these affiliates; the extrapolation is based on the movement of sample data collected in quarterly surveys by the Bureau of Economic Analysis (BEA). Equity inflows and intercompany debt inflows are as reported in the sample surveys, adjusted to include certain data from BEA's survey of new foreign direct investments in the United States. Estimates of unreported flows are not made, because the volatil- ity and frequent sign reversals of these flows make the reported sample data an unreliable basis for estimating unreported data. (For a detailed explanation of benchmarking and extrapolation procedures and of important changes in the direct investment se- ries arising from the incorporation of 1980 benchmark survey results, see "Foreign Direct Investment in the United States in 1983," Survey OF Current Business 64 (October 1984). Definitions Direct investment implies that a person in one country has a last- ing interest in, and a degree of influence over the management of, a business enterprise in another country. Foreign direct in- vestment in the United States is ownership or control, directly or indirecdy, by one foreign person of 10 percent or more of the voting securities of an incorporated U.S. business enterprise or an equivalent interest in an unincorporated U.S. business en- terprise. (Person is broadly defined to include any individual, branch, partnership, associated group, association, estate, trust, corporation, or other organization and any government.) A U.S. affiliate is a business enterprise that is located in the United States and in which there is foreign direct investment. A foreign parent is the first person outside the United States in a U.S. affiliate's ownership chain that has a direct investment in- terest in the affiliate. An ultimate beneficial owner (UBO) is that person, proceeding up the affiliate's ownership chain, beginning with and including the foreign parent, that is not owned more than 50 percent by another person. A foreign parent group con- sists of (1) the foreign parent, (2) any foreign person, proceeding up the foreign parent's ownership chain, that owns more than 50 percent of the person below it, up to and including the UBO, and (3) any foreign person, proceeding down the ownership chain(s) of each of these members, that is owned more than 50 percent by the person above it. The foreign direct investment position in the United States is the book value at yearend of the foreign parent groups' equity in, and net outstanding loans to, their U.S. affiliates. The position may be viewed as the foreign parent groups' contributions to the total assets of their U.S. affiliates or as financing provided by foreign parent groups to U.S. affiliates in the form of equity or debt. It is not a measure of the total assets of the affiliates, which are the sum of owners' equity held by and liabilities owed to not only the foreign parent groups but all other persons as well. Direct investment capital inflows consist of equity capital inflows, reinvested earnings, and intercompany debt inflows. Eq- uity capital inflows are net increases in foreign parents' holdings of capital stock in and other capital contributions to their U.S. affiliates. Reinvested earnings are earnings of affiliates (that is, foreign parents' shares in the net income of their U.S. affiliates), less gross distributed earnings (that is, earnings distributed to foreign parents before deduction of U.S. withholding taxes). In- tercompany debt inflows are increases in foreign parent groups' net outstanding loans to their U.S. affiliates. Direct investment income is the return on the foreign direct investment position in the United States; that is, it is the for- eign parents' return on their debt and equity investment in their U.S. affiliates plus the return of other members of the foreign parent groups on their debt investment in U.S. affiliates. It con- sists of earnings of U.S. affiliates, less U.S. withholding taxes on distributed earnings, plus interest (net of withholding taxes) on intercompany debt of U.S. affiliates with their foreign parent groups. Direct investment royalties and license fees are payments by U.S. affiliates to, less receipts by U.S. affiliates from, their for- eign parents and other members of the foreign parent groups of fees for the use or sale of intangible property or rights — such as patents, industrial processes, trademarks, copyrights, franchises, designs, know-how, formulas, techniques, and man- ufacturing rights. Payments and receipts are net of U.S. and foreign withholding taxes. Direct investment charges for other services consist of pay- ments by U.S. affiliates to, less receipts by U.S. affiliates from, their foreign parents or other members of their foreign parent groups of charges for services (such as management, professional, and technical services), charges for the use of tangible property, and film and television tape rentals. Payments and receipts are net of U.S. and foreign withholding taxes. VI Changes in the Direct Investment Series The following is a brief summary of the important changes to the direct investment series that were implemented beginning with the 1980 Benchmark Survey on Foreign Direct Investment in the United States. Change in treatment of unincorporated affiliates For 1980 forward, the treatment of unincorporated U.S. affiliates was made parallel to that of incorporated U.S. affiliates, because BEA began to obtain similar detail for both types of affiliates. The change in treatment affected only individual components, not the totals, for the direct investment position, income, and capital flows. Prior to the 1980 benchmark survey, the direct investment position in unincorporated affiliates was reported as a single sum- mary account. Starting with the 1980 benchmark survey, foreign parents' equity in and intercompany debt with their unincorpo- rated affiliates are reported separately, and each is combined with the corresponding data for incorporated affiliates to yield the component totals for all affiliates. Reinvested and distributed earnings of unincorporated affiliates also were not reported separately prior to the 1980 benchmark survey. Instead, total earnings of these affiliates were treated as if they were distributed; earnings actually reinvested were treated as transfers from parents to affiliates and were included, along with other capital flows, in a single summary account in the "equity and intercompany accounts" component of total capital flows. Reinvested earnings referred only to those of incorporated affiliates. Beginning with the 1980 benchmark survey, reinvested and distributed earnings of unincorporated affiliates are reported sep- arately, and each is combined with the corresponding data for incorporated affiliates to yield totals for all affiliates. In the capital account, the single summary account for unincorporated affiliates is divided into equity capital flows, reinvested earnings, and intercompany debt flows, and each is combined with the cor- responding data for incorporated affiliates to yield the component totals for all affiliates. Change in treatment of royalties, license fees, and charges for other services Prior to the 1980 benchmark survey, U.S. affiliates' net payments to their foreign parents for royalties, license fees, and charges for other services were collected and published as a single item, "fees and royalties." Beginning with the 1980 benchmark sur- vey, this item is disaggregated to show separately affiliates' gross payments and gross receipts for "royalties and license fees" and for "charges for other services." Changes arising from rebenchmarking Differences between the previously published 1980 estimates (ob- tained by extrapolating forward universe values from the 1974 benchmark survey) and the final 1980 estimates (obtained by extrapolation from the 1980 benchmark survey) are significant, particularly for the foreign direct investment position and for capital inflows. Much of the change occurred because the 1980 benchmark values include data for affiliates that should have re- ported in the quarterly surveys but did not and data for affiliates that previously were exempt from reporting. Country classification is by country of each member of the foreign parent group with whom the U.S. affiliate had direct positions or transactions. Industry classification is by industry of U.S. affiliate. The major industry classification "petroleum" includes all of the various three-digit BEA petroleum subindustries. All other major industries exclude these petroleum subindustries: For example, mining excludes crude petroleum (no refining) and gas; manufacturing excludes petroleum refining and coal products; retail trade excludes gasoline service stations; and wholesale trade excludes petroleum wholesale trade. For tables that do not show every country or industry, the individual countries or industries included in a country or industry group shown in the heading or stub may be ascertained by referring to tables 10-12 for countries or tables 13-15 for industries. The European Communities (10) comprises Belgium, Denmark, France, the Federal Republic of Germany, Greece, Ireland, Italy, Luxembourg, the Netherlands, and the United Kingdom. The European Communities (12) comprises the European Communities (10), Portugal, and Spain. OPEC is the Organization of Petroleum Exporting Countries. Its members are Algeria, Ecuador, Gabon, Indonesia, Iran, Iraq, Kuwait, Libya, Nigeria, Qatar, Saudi Arabia, the United Arab Emirates, and Venezuela.
