Estimates are presented for the foreign direct investment position in the United States and for the balance of payments transactions between U.S. affiliates and their foreign parents. The latter consist of capital inflows; equity and intercompany account inflows; reinvested earnings of incorporated affiliates; interest, dividends, and earnings of unincorporated affiliates; income; earnings; and fees and royalties. Most of the estimates in this publication appeared in various issues of the Survey of Current Business. They are published here in a single volume for the convenience of users. Detailed country by industry estimates (27 countries by 13 industries) of fees and royalties for 1974-79 are published here for the first time. Also, detail for 1960 and 1961 for all estimates except fees and royalties has been expanded to match that for later years. For 1959 and 1974, benchmark surveys, or censuses, of foreign direct investment in the United States were conducted. 2 For these years, data are as reported by the universe. For nonbenchmark years, estimates for all series except equity and intercompany account inflows were derived by extrapolating the benchmark survey data based on the movement of sample data obtained in BEA's quarterly surveys. The 1959 benchmark data were used to derive estimates for 1950-58 (by extrapolating backward) and for 1960-73 (by extrapolating forward). 3 The 1974 benchmark data were used to derive estimates for 1975-79. Equity and intercompany account inflows are as reported in the quarterly sample surveys; estimates for the universe were not made because the volatility and frequent sign reversals of such flows make the reported sample data an unreliable basis for estimating unreported data. For a benchmark year, estimates derived by iinking sample data to a previous benchmark survey will generally differ from data collected in the benchmark survey for that year. In table A, estimates for 1974 on the two bases are compared. The estimates differ because of (1) changes in concepts and definitions introduced in the benchmark year, as discussed in the following section, (2) changes in U.S. affiliates' industry, form of organization, or country of foreign parent, and (3) errors in estimation of unreported transactions over time. 1. They are not included here because they remain subject to revision and differ in the level of country, industry, and component detail. 2. Estimates for 1980-83, published in the October Survey, are based on data obtained in the 1980 benchmark survey; results of that survey were published in Foreign Direct Investment in the United States, 1980 (Washington, DC: U.S. Government Printing Office, 1983). 3. Estimates of the direct investment position based on the 1959 benchmark survey were extrapolated forward only through 1972. The position at yearend 1973 is as reported in the 1974 benchmark survey as the position at the beginning of 1974. IV Changes in the Direct Investment Series Over the 1950-79 period, there were changes in concepts, definitions, and coverage of the surveys of foreign direct investment in the United States. 4 The major changes, summarized below, were introduced with the 1974 benchmark survey. Definition of direct investment Before 1974, direct investment was defined as the ownership, direct or indirect, by a single foreign person (including an associated group of foreign persons) of at least 25 percent of the voting stock of an incorporated U.S. business enterprise, or an equivalent interest in an unincorporated U.S. business enterprise. Beginning with 1974, the ownership criterion was lowered to 10 percent. The change resulted in an increase of about 5 percent in the direct investment position at yearend 1974. 5 Treatment of unrealized capital gains/losses Before 1974, foreign parents' shares in the earnings, reinvested earnings, and income of their U.S. affiliates were defined to exclude unrealized capital gains or losses; however, to the extent possible, changes in parents' claims on their U.S. affiliates resulting from such gains or losses were treated as valuation adjustments to the yearend direct investment position. Beginning with 1974, affiliate income was reported on the "all-inclusive" basis, which takes all recognized capital gains and losses — both realized and unrealized — through the income statement rather than directly to an equity account. As a result, estimates of earnings-related series were redefined to include all capital gains and losses. Equity and intercompany account flows of unincorporated affiliates were also affected by the change to the all-inclusive basis, because, for years before 1980, all earnings of the^e affiliates were treated as income payments to foreign parents, even though some may have been reinvested in the affiliate. Thus, earnings that were actually reinvested were treated as giving rise to equal and offsetting equity and intercompany account inflows. In 1974, for example, the market value of securities held by U.S. affiliates, especially unincorporated insurance affiliates, decreased significantiy; the decrease resulted in large capital losses that reduced equity and intercompany account inflows as well as income payments. Classification by country The foreign parent is the first foreign person in the ownership chain of the U.S. affiliate; the ultimate beneficial owner (UBO) is the person in the ownership chain, beginning with the foreign parent, that is not owned more than 50 percent by another person. Before 1974, estimates for some affiliates, particularly those whose foreign parents were holding companies, were classified by country of UBO, beginning with 1974, estimates were classified consistently by country of foreign parent. Several of the affiliates whose classifications changed in 1974 were large; thus, geographical distribution of the estimates was significantly affected. 4. Data from the 1974 benchmark survey showed that U.S. affiliates owned 10 to 24 percent by foreign investors accounted for $ 1 .2 billion of the $25. 1 billion total foreign direct investment position in the United States. See the May 1976 Survey, p. 5 1 . For all years, the estimates include U.S. affiliates' direct positions and transactions with the foreign affiliates of their foreign parents, as well as positions and transactions with the foreign parents themselves. A U.S. affiliate's direct positions and transactions with a foreign affiliate of its foreign parent are classified in the country of the foreign affiliate. To simplify terminology in this publication, the term "country of foreign parent" is used broadly to include the country of the foreign affiliate of the foreign parent, as well as the country of the foreign parent itself. Classification of incorporated insurance affiliates Before 1974, all insurance affiliates were considered unincorporated because they reported on a form that did not ask for information on how they were organized. Beginning with 1974, incorporated and unincorporated affiliates reported on separate forms and were classi- fied separately. This change, coupled with that in the treatment of capital gains and losses noted above, significantly affected the comparability before and after 1974 of reinvested earnings, income payments, and equity and intercompany account inflows for insurance affiliates. Coverage of reverse equity ownership Beginning with 1973 for the direct investment position and 1974 for equity and intercompany account inflows and dividends, the estimates excluded positions and transactions associated with U.S. affiliates' equity ownership in their foreign parents. Previously, U.S. affiliates' and foreign parents' equity ownership in each other were netted, as were related payments and receipts of dividends. Eight data series are presented, each in three different table formats that vary according to the amount of detail by country of foreign parent and by industry of U.S. affiliate shown. Taken together, the three formats provide all of the available country and industry detail for each series for 1950-79. Tables 1-8 present estimates for 1950-79 for each series, except fees and royalties, by major country of foreign parent cross-classified by major industry of U.S. affiliate.
