NTIS programs ensure
public access to Federal
machine -readable data
In its continuing effort to provide the widest possible
access to specialized scientific, technical and business
information, NTIS has been increasingly responsible for
expanding the public access to the machine-readable in-
formation products of Federal agencies.
In the initial stages of this expansion program, special
attention is being given to the following areas of concern:
• Providing access to bibliographic data files
produced by agencies other than NTIS.
• Cataloging and indexing machine-readable
statistical data files.
• Providing online access to various data bases
processed by Federal agencies.
• Expanding the NTIS collection of available machine-
readable data files and software.
• Providing access to the full range of Federal
statistical data files through reference and tabulation
services.
A wide range of machine-readable products and ser-
vices already is available from NTIS in these areas:
Bibliographic Data Bases
• NTIS Bibliographic Data Base— All items announced
by NTIS are included in the NTIS Bibliographic Data
Base (on magnetic tape). It is available for lease.
• Energy Data Base (EDB)-The world's largest and
most comprehensive data base on energy, created
and maintained by the Technical Information Center,
U.S. Department of Energy, is available for lease
through NTIS.
• Patent Tapes— From the U.S. Patent and Trademark
Office, U.S. Department of Commerce, the Patent
Tapes are being made publicly available for the first
time through NTIS.
• Selected Water Resources Abstracts (SWRA) Data
Base— From the Office of Water Research and
Technology, U.S. Department of the Interior, the
SWRA is available for lease through NTIS. The
SWRA contains abstracts covering aspects of the
characteristics, conservation, control, use, and

formation in the areas of economics, the labor force, en-
vironment, chemical substances, and others.
Batch Services
NTIS provides custom reports from an enormous data
base of 1970 Census data developed and maintained by
the Lawrence Berkeley Laboratory of the U.S. Depart-
ment of Energy. The data base contains all of the
employment-related information of the 1970 Census. A
comparable service based on 1980 Census data is plan-
ned.
Magnetic Tapes
The present collection of magnetic tapes contains
more than 1200 data files and computer programs
from more than 100 Federal agencies, covering an
array of subject fields.
The 1980 Directory of Computer Software and
Related Technical Reports is a unique guide to
machine-readable software and related technical
reports available to the public from Federal agen-
cies. More than 350 programs are listed and
described in the Directory, along with applicable
technical reports.
Reference and Tabulation Services
• The Statistical Data Reference Service makes infor-
mation available on the full range of Federal
statistical resources, covering major subject areas
based on social, economic, and environmental
statistical programs of the U.S. Government.
• The Statistical Data Tabulation Service provides low-
cost easy access to data from Federal data files,
through standardization of the programs used to
prepare tabulations.
Foreign Technology
NTIS is negotiating with foreign data base operators to
make their services directly accessible in the United
States. Several data bases, bibliographic and non-
bibliographic, that heretofore have been accessible only
in Europe and Japan are expected to centralize the U.S.
availability of their information through NTIS.

NTIS magnetic

Data files and computer software sponsored by the
Federal Government have been made available by NTIS
since 1967. As a result, NTIS has assembled a wide
variety of software and data files, pertinent to business
and scientific interests, that are available for sale or lease.
The present collection contains more than 1200 data files
and computer programs from more than 100 Federal
agencies. These cover an array of subject fields:
statistics, finance, education, demography and popula-
tion, health statistics, building technology, energy

through Bib Data Base
All of the research summaries announced by NTIS are
included in the NTIS Bibliographic Data Base (on
magnetic tape). Most are complete bibliographic citations
and may be used to create a wide variety of information
products.
Users of the NTIS Bibliographic Data Base are uniquely
able to search a multiplicity of technical information input
styles within the uniform NTIS format. There is no need
for the user to acquire familiarity with different search
strategies in order to search the several source tapes
contributing to the NTIS file. Such "single" searching
saves both computer and communication costs.
Subscribers may search any or all of the file elements:
research report title; personal or corporate author; acces-
sion number or contract number; by subject, using
keywords, descriptors, or subject codes.
The files are arranged in the NTIS modification of the
COSATI implementation of the ANSI standard (Z39.2,
1971) specifying a format for bibliographic information in-
terchange on magnetic tape. The character code is con-
vertible to the standard ASCII code.
Tapes are available as 7-track, 800 BPI and as 9-track,
800, 1600 or 6250 BPI, odd parity only.
The magnetic tape containing the data file may be
leased annually and files back to 1964 may be acquired.
Current tapes are shipped to subscribers biweekly.
Copies of the most recently available tape may be
ordered separately for testing.
Use fees are charged quarterly and based on factors
such as the number of citations displayed or searches
performed and the possibility of third party use.

Science Information Exchange
Data Base; 200,000 projects
The SIE Data Base consists of summaries of Federally-
funded research in progress. The Data Base is very
dynamic in that old records are retired and new records
are added as projects are completed and new projects
begun. There are approximately 100,000 new projects
announced annually with more than 200,000 projects ex-
isting in the Data Base at any one time.
The SIE Data Base of information about ongoing
Federal research projects is available on lease from NTIS.
It is expected that management of SSIE and NTIS will be
centralized so as to provide more comprehensive infor-
mation from a single source at the lowest possible cost.
Computerized data files
and reports directory
The Directory of Computerized Data Files and Related
Technical Reports describes the hundreds of machine-
readable data files in the NTIS collection, in 45 subject
categories, from 100 Federal agencies. Order: PB80-2 17003,

600,000 -item Energy
Data Base from DOE
The world's largest and most comprehensive
bibliographic data base on energy is created and main-
tained by the Department of Energy's Technical Informa-
tion Center, Oak Ridge, Tennessee and is available for
lease through NTIS. The Energy Data Base (EDB) in-
cludes more than 600,000 items.
This is primarily a bibliographic data file relating to
research, development, and demonstration projects on
all aspects of energy. EDB started in the information
programs of the Atomic Energy Commission and the
Energy Research and Development Administration (ER-
DA), all since absorbed into DOE. The information is
stored in digital form and includes citations, abstracts,
and indexes for use by DOE and the general public in the
United States.
Citations consist of all the data elements that describe
and uniquely identify a particular information item, such
as title, author's name, issuing source, type of literature,
language of the item, name of the journal (when articles
are selected from journals), and page count. For report
items, identifying numbers, sources of availability, and
prices are also given. Abstracts are included in the data
base so that users can determine whether they wish to
obtain a complete text.
EDB items are indexed by subject within the following

Selected Water Resources
Abstracts Data Base
The Selected Water Resources Abstracts (SWRA) Data
Base is available from NTIS through an Interagency
Agreement with the Office of Water Research and
Technology, U.S. Department of the Interior.
The SWRA Data Base is updated monthly and includes
abstracts of current and earlier pertinent monographs,
journal articles, reports and other publication formats.
The contents of the file cover the water related aspects of
the life, physical and social sciences, as well as related
engineering and legal aspects of the characteristics, con-
servation, control, use and management of water. The
data base is designed to serve the scientific and technical
information needs of scientists, engineers, and
managers.
The technical format of the tapes basically conforms to
ANSI Z39. 2-1971, American National Standard for
Bibliographic Information Interchange on Magnetic
Tapes. Detailed technical specifications and the fee
schedule are available on request.

Aquatic Sciences, Fisheries
Abstracts Data Base
The ASFA Data Base covers the world's literature on
the science, technology, and management of marine and
freshwater environments. The product of an international
cooperative effort involving three United Nations agen-
cies and nine national government information centers,
ASFA covers approximately 5,000 journals and other
serials, as well as books, reports, and conference
proceedings. The Data Base in magnetic tape covers the
time period from 1978 to the present. There are approx-
imately 46,000 records in the Data Base with an additional
23,000 being added annually.
Pacific Islands Ecosystems
Data Base covers 50 years
The Pacific Island Ecosystems (PIE) is a comprehen-
sive data base of nearly 20,000 references and 1,000 an-
nual additions to information on the Pacific Islands. It has
been designed to meet the information needs of the U.S.
Fish and Wildlife Service (FWS) in the area of fish and
wildlife management.
The references in PIE (spanning the last 50 years)
cover the biological, ecological, physical and
socioeconomic processes and features of the coastal
ecosystems of the Pacific Islands, and the impact of such
processes and man's influence on the environment of the
region. The geological area is defined as the Hawaiian
Islands, and other Pacific Islands u-nder U.S. jurisdiction
or claimed by the U.S., located approximately between
the Tropic of Cancer and the Tropic of Capricorn.
Congressional Sourcebook
Series Data Base
The Congressional Sourcebook Series (CSS) data
base, designed by the General Accounting Office, is used
to identify certain congressional information needs. The
following two files, reissued annually, are being made
available:
• Requirements for Recurring Reports File— Describes
the various requirements for approximately 2,000
recurring reports to the Congress from the Ex-
ecutive, Legislative, and Judicial Branches.
• Federal Information Sources and Systems File-
Describes approximately 1,500 Federal sources and
systems maintained by executive agencies, which
contain fiscal, budgeting, and program related infor-
mation.
National Science Foundation
Data Base contains grants
The National Science Foundation (NSF) data base con-
tains technical summaries of projects that were officially
completed during the fiscal year. There are approximate-
ly 4,000 completed grants every fiscal year. A grant is
"completed" when the grant period has expired and the
institution has submitted final fiscal information and a
final project report to NSF. Categories of awards include
research grants, grants for symposia, workshops, con-
ferences, and studies, and science education grants.
Watch for Price Codes
Most prices in this catalog are in-
dicated by Price Codes. For example:
When you read Gasohol: A Technical
Memorandum. NTIS Price: PCA04/M-
FA01, you learn from the Price Code
table on page 19 that A04 is the
equivalent of $7, and the A01 is the
equivalent of $3.50. PC, of course,
means paper copy, and MF means
microfiche. Price Code Tables may
change. Current tables always are free
on request from NTIS.
Statistical data
tabulation service based
on Federal Data Files
The Statistical Data Tabulation Service (SDTS)
provides low-cost easy access to data from Federal data
files. Often, needed information not found in printed
sources must be specially derived from a data file, but the
process of transforming data in a file into needed infor-
mation may appear to the user to involve more effort and
expense than the information is worth. Through standar-
dization of the program used to prepare tabulations,
SDTS provides the service of transforming the data into
needed information at low cost.
SDTS can rapidly make available tabulations from the
following data files:
• 1976 Survey of Income and Education
• 1970 Census Public Use Samples
• Current Population Surveys (all recent years)
• National Crime Surveys
Tabulations from other public data files are provided
on request.
These tabulations may be used to answer a wide range
of questions pertaining to the problems, needs and
capabilities of people, families, households, govern-
ments, businesses, and health, education, and related
service organizations in the United States.

Statistical data
reference service
The Statistical Data Reference Service (SDRS) makes
information available on the full range of Federal
statistical resources. The Federal Government generates
a continuous flow of such information covering virtually
every aspect of our national life. The major subject areas
covered are based on social, economic, and environmen-
tal statistical programs of the U.S. Government. For ex-
ample:

LBL Data Base
The Lawrence Berkeley Laboratory (LBL) data base
contains all of the employment related information
produced by the 1970 Census and will be updated with
the 1980 Census data in mid 1981. This data can be used
in planning for school vocational training, market projec-
tion when population or salary levels are a consideration,
transportation planning, and so forth. Reports can also be
produced that reflect the labor force by various breakouts
such as industry, salary levels, age, education, and so
forth. Custom reports by any Census area are available.
The data is computed and produced by the Lawrence
Berkeley Laboratory of the Department of Energy with
NTIS handling all orders, billing users, and producing the
required packages on demand. For more information

Patent Data Base
The Patent Data Base from the U.S. Patent and
Trademark Office, U.S. Department of Commerce is now
available through NTIS. It is available in three files: Full
Text, Bibliographic, and Classification.
• The Full Text File covers August 1970 through the
current year. The file contains all wording of each pa-
tent.
—The retrospective portion, 1970-1979, is
available as a total file or by calendar year. The
total file is on approximately 40 reels of magnetic
tape, 4 or 5 reels for each year.
—The current year file is issued weekly. It contains
the information described above for each patent
issued during the week. The file is available on
an annual subscription/lease basis. Subscribers
will receive about 104 tapes a year.
• The Bibliographic File covers the same issue periods

as the Full Text File, but it is a subset of the Full Text
File, including the patent title, inventor's name,
owner of the patent, date of issuance, filing date,
abstract, assignee, and other information.
—The retrospective portion, 1970-1979, is
available as a total file or by calendar year. The
total file is on approximately 100 reels of
magnetic tape, 4 or 5 reels for each year.
—The current year file is issued weekly. It contains
the information described above for each patent
issued during the week. The file is available on

• The Classification File contains classification infor-
mation on all patents issued by the Patent and
Trademark Office. The file is issued twice each year,
at the end of June and at the end of December. Each
issuance includes all new patents and reclassifica-
tion actions. The Classification File is available in
Classification and/or Patent Number Sequence.
Segments of the Full Text or Bibliographic Files
(mechanical patents, electrical patents, chemical patents,
etc.) may be made available if users indicate their in-

Bibliographic and
Nonbibliographic
Engineering Index (Ei) recently characterized
bibliographic data bases as pointers which refer
users somewhere else for detailed information. Ei
then listed the contrasting elements of a non-
bibliographic data base, as follows:
• the base itself holds the written or numeric infor-
mation;
• access is frequently restricted to a particular
user community or to a particular communica-
tions carrier;
• it is likely to be coupled with a particular kind of
software or computer;
• about 79% of its use is performed by the end
user, while information Intermediaries are the
prime users of bibliographic data bases;
• initially, users tend to be commercial
enterprises; and the cost of producing a non-
bibliographic data base is greater than for a
bibliographic one.

48X microfiche sheets, on demand or a standing order
basis.

Directories of computer
software applications
The technical reports announced by NTIS often contain
listings of computer programs and documentation cover-
ing a wide variety of applications. Scientists, systems
analysts, and programmers are usually unaware of these
programs unless they happen to acquire the technical
report in which the program is listed. These computer
programs are not in machine-readable form. They are
programs and documentation which are included in the
technical report and must be converted into machine-
readable form to have workable software.
The 30 Directories of Computer Software Applications
refer readers to the technical reports in which the com-
puter programs and documentation are listed. The
programs can then be ordered at the regular price of the
technical reports, in paper or microfiche.

The Directory of Computer Software and Related
Technical Reports is a unique guide to machine-readable
software and related technical reports available to the
public from Federal agencies. The information contained
in the Directory has been compiled in cooperation with
more than 100 U.S. agencies. More than 350 programs
are described as are the applicable technical reports.
The directory contains five indexes for easy reference,
including an Agency Index listing the originating agency
for the specific program, and a Subject Index listing all
programs by their major subject concepts. In the Abstract
Section, a complete abstract entry is found on each
software program. Also included in this section are
keywords used for indexing and searching, and an
Availability Statement to determine if the item can be
ordered through NTIS or from the originating agency.

Federal software
exchange program
The Federal Software Exchange Program was es-
tablished in 1976 by General Services Administration
(GSA) to promote Government-wide sharing of common
use software owned by Federal agencies. In order to
provide a central location and bibliographic control for
the collection, GSA established the Federal Software Ex-
change Center (FSEC) at NTIS. State and local Govern-
ments also participate in the program under the
Intergovernmental Cooperation Act. FSEC products are
limited to governmental buyers.
The vehicle for Federal software information and dis-
semination is the Federal Software Exchange Center
catalog. It contains software abstracts covering numerous
application areas on programs that are written in a broad
range of computer languages for a wide variety of
hardware. The 1980 edition contains approximately 700
abstracts.
According to FPMR 101-36.1068 and 101-36.1609,
before a Government agency can obtain a Delegation of
Procurement Authority (DPA) to acquire software from
commercial sources, it must screen available Federal
ADP resources by reviewing the Federal Software Ex-
change Center catalog.

If a suitable system or program can be found in the
catalog, FSEC will make it available to government users
at the published price. Prices for software obtained from
the exchange are nominal compared to the cost of in-
house development or outside procurement. Limited
technical assistance in installation and maintenance is
normally available from the contributing agency or from
GSA Agency Services Coordination Division on a reim-
bursable basis.
The 1980 edition of the catalog is available on sub-
scription at $75 annually but may be used for ordering
purposes only by government agencies. A subscription is
comprised of a cumulative issue distributed in January
followed by two noncumulative update issues in May and
September. Your subscription will be entered for a period
covering January through December.

Library of Medicine's
MEDUNE/TOXLINE
and TOX-TIPS
MEDLINE is an online data base maintained by the
National Library of Medicine containing references to ap-
proximately half a million citations from 3,000 biomedical
journals. It is designed to help health professionals find
out easily and quickly what has been published recently
on any specific biomedical subject. The magnetic tape is
available through NTIS.
MEDLINE contains the current year's citations plus two
previous years. Further coverage is provided by ancillary
files which cover some 2.8 million citations from the
biomedical literature from 1966 to 1977. MEDLINE is up-
dated monthly.
TOXLINE, also available from NTIS, is the National
Library of Medicine's extensive online collection of com-
puterized toxicology information containing more than
650,000 references to published human and animal tox-
icity studies, effects of environmental chemicals and
pollutants, adverse drug reactions, and analytical
methodology.
TOXLINE contains bibliographic citations and
abstracts from 1965 to the current year, depending on the
secondary source. For further information, please inquire

TOX-TIPS is produced by the Toxicology Information
Program of the National Library of Medicine. TOX-TIPS
covers all areas of long-term toxicology testing in its

Integrated library
system software
originated by NLM
The Integrated Library System (ILS) software was
developed at the Lister Hill National Center for Bio-
medical communications, at the National Library of
Medicine (NLM), to enable health science librarians to
better manage their collections and promote more effec-
tive resource sharing. The ILS is applicable by any library,
not only health science libraries.
The design objectives were: (1) modular integration
of functions and files, (2) operation on a range of
hardware affordable even in small libraries, (3) software
that is responsive to varying demand, (4) transportability
of programs, (5) multi-level user interfaces, (6) system
network access, and (7) compatibility with NLM's planned
MEDLARS III.
The ILS software was written to operate on several
different minicomputers with the MIIS operating system in
the MUMPS programming language. The basic
capabilities are:
• Master Bibliographic File (MBF)— supports all functions-
circulation, serials control, acquisitions, cataloging, and
authority files.
• The Circulation Subsystem— indicates the current status of
any item in the collection, whether in process or
cataloged.
• Searching Capabilities on Online Catalog— allows limited search
of the Master Bibliographic File through the use of a
variety of terminals (more extensive search capabilities
will be part of future release).
• Serials Check -in— allows the check-in of serials.
Future enhancements of the ILS which remain to be
developed include: serials control, acquisitions, catalog-
ing, authority file, generalized network access module,
patron level interface, and enhancements to existing
modules.

Highway planning
software package
covers all aspects
This software package was developed by the
Department of Transportation's Rural Highway Transpor-
tation Planning System. It consists of six magnetic tape
reels of software and test data, a user manual and a
guidebook to highway planning.
The elements of the program, aside from the test
data, are indicated by the coverage of the guidebook. Its
six sections cover: The Highway Planning Process;
Instructions for Road Inventory; Instructions for Traffic
Surveys; Functional Classification of Highways; Highway
Adequacy Rating; and Measuring Highway Improvement
Needs and Priority Analysis. The guidebook is also
available in Spanish.

Processing Standards
Federal Information Processing Standards (FIPS) are
computer standards adopted by the U.S. Government.
FIPS are developed by a consensus of industry,
academia, and Government. They deal with hardware,
software, data, and ADP operation standards.
NTIS offers FIPS publications on demand and by
standing order. With standing order service, new and
revised FIPS, along with any change notices and as-
sociated industry standards issued during the year, are
sent to subscribers automatically.

How to order
The prices in this catalog cover sales in the United
States, Canada, and Mexico. Foreign Orders should be
made through the foreign sales agencies for NTIS products.
A list is available on request. Only if there is no foreign
sales agency should orders be placed directly through NTIS.
RUSH HANDLING (replaces "Rush Order") is for
customers who must have immediate delivery.
Rush Handling guarantees that a particular order will
be filled within 24 hours of receipt. Rush Handling orders
receive immediate validation, verification of availability,
and individual hand processing through inventory control
and the warehouse; priority printing if reproduction from
film is required, and priority mailing.
Rush Handling orders for mailing rather than pickup
are accepted only from customers having NTIS Deposit
Accounts or American Express, Visa, or MasterCard Ac-
counts.
Rush Handling orders may be placed only by
telephone, telegram, Telex, Telecopier (numbers inside
back cover) or customers in person; not by mail.
Customers must use order numbers.
Rush Handling for delivery to customers by First Class
Mail adds $10 to the cost of each item or copy ordered.
Rush Handling for pickup in Springfield or D.C. adds

PREMIUM SERVICE is a day and night toll-free
telephone ordering procedure ensuring order processing
and mailing within four to nine days to NTIS Deposit Ac-
count or American Express, Visa, or MasterCard
customers. The $3.50 fee for each item is waived if the
order is not mailed within the specified period. Customers
must use order numbers. Titles alone cannot be accepted
in this procedure.
All Deposit Account, American Express, Visa, and
MasterCard customers receive Premium Service iden-
tification numbers with which they may place telephone
orders at any time. Premium Service benefits are toll-free
calls with 24-hour availability, no busy signals, simplified
ordering techniques (details with the identification
number), postage savings, and priority delivery.
Premium Service adds $3.50 to the cost of each item
ordered.
REGULAR SERVICE will continue to operate with
improved processing and stocking methods, optional
priority mail delivery ($3 North America; $4 outside) and
optional pickup in Springfield or D.C. Current parcel post
deliveries using the U.S. Postal Service are completed
within 9 to 30 days.
ONLINE ORDERING: The commercial vendors of
the NTIS Bibliographic Data Base are experimenting with
the convenience of online ordering of NTIS documents for
their customers. Currently, online ordering is offered by
the Systems Development Corporation (SDC). It permits
SDC customers to charge their NTIS Deposit Accounts
for orders that are transmitted daily to NTIS. Inquiries

TELEX: Ordering from NTIS may be speeded by the
use of Telex. Customers may charge their Deposit Ac-
counts, credit cards or ask for Ship & Bill Service. Ship &

The fastest service is provided to customers who
charge against their NTIS Deposit Accounts or their
American Express, Visa, or MasterCard accounts,
because the processing of such orders is simplest for
NTIS. New Deposit Accounts may be opened in the same
manner.
Otherwise, payment by check or money order must ac-
company each order.
As an added convenience to customers who have es-
tablished credit, a Ship and Bill Service is provided,
generally at a $5 surcharge on each total order for docu-
ments, regardless of the number of documents ordered.
DISCOUNT ON MULTIPLE COPIES
When 20 or more paper copies of one title are ordered,
NTIS automatically reduces the total price by 15 percent.
HOW TO OPEN A DEPOSIT ACCOUNT
Use the order form on page 23 and send at least $25,
or enough to cover your first order, to NTIS Deposit Ac-
count, 5285 Port Royal Road, Springfield, VA 22161.
Thereafter, keep at least $25 on deposit or enough to
cover two month's charges. Orders will not be processed
for overdrawn accounts. You may deposit any amount
prior to ordering. Some active customers keep several
thousand dollars in their accounts to ensure the fastest
possible service for large orders.
When your account is opened, you will receive pre-
addressed order forms to speed your shipments and
simplify accounting and the recording of tax-deductible
expenses.

As a cornerstone of the technological publishing struc-
ture in the United States, the National Technical Informa-
tion Service (NTIS) is a key participant in the development
of advanced information products and services for the
achievement of U.S. productivity and innovational goals
in the 1980s.
Three of the developmental areas in which progress is
well underway are:
1. The greatly increased public availability of
Federal computer software, programs, and data files.
2. The planned systematic acquisition of generally
unpublished foreign technology, worldwide, of particular
interest to U.S. industrialists.
3. The promotion of U.S. Government-owned pa-
tents for licensing by U.S. manufacturers, and the public
availability of U.S. Patent and Trademark Office data files
on magnetic tape.
NTIS, an agency of the U.S. Department of Commerce,
is the central source for the public sale of U.S. govern-
ment sponsored research, development, and engineering
reports, as well as foreign technical reports and other
analyses prepared by national and local government
agencies, their contractors or grantees. It is the central
source for federally generated machine processable data
files and manages the Federal Software Center for
intragovernment distribution. NTIS is one of the world's
leading processors of specialty information.
The NTIS information collection exceeds 1.2 million ti-
tles, about 300,000 of which contain foreign technology or
marketing information. All are permanently available for
sale, either directly from the 80,000 titles in shelf stock or
from the microfiche masters of titles less in demand.
Seventy thousand new reports of completed research are
added to the data base annually. In the same period NTIS
supplies its customers with more than six million docu-
ments and microforms. It ships about 23,500 information
products daily.
Full summaries of current U.S. and foreign research
reports and other specialized information, in hundreds of
subject categories, are published regularly by NTIS in a
wide variety of weekly newsletters, a biweekly journal, an
annual index, and in various subscription formats for
other Federal agencies. The complete texts of the reports
cited are sold in paper and microform.
Anyone seeking the latest technical reports or wanting
to compile unique subject groups of abstracts may
search the NTIS Bibliographic Data Base online, using the
services of organizations that maintain the data base for
public use through contractual relationships with NTIS.
Or, the whole data base may be leased in machine-
readable form directly from NTIS. The more timely

abstracts are continually grouped by NTIS into paper-
bound "Published Searches," covering some 2200 topical
subject areas.
Customers with well defined continuing interests
subscribe to a standing order microfiche service (SRIM)
which enables them automatically to receive the full texts
of only those documents relating to their individual re-
quirements. A similar service provides the automatic
distribution of paperbound reports.
NTIS sells its technical information products and ser-
vices under the provisions of Title 15 of the U.S. Code
(1151-7). The law establishes a clearinghouse for scien-
tific, technical, and engineering information and directs
NTIS to be self-supporting.
NTIS, therefore, is a unique Government agency
sustained only by its customers. It operates very much as
a business, but in the public service. All the costs of NTIS
products and services, including rent, telephone,
salaries, marketing and postage, and all other usual costs
of doing business, are paid from sales income; not from
tax-supported congressional appropriations.
First Federal Research
Reflected by Three
Pioneer Undertakings
The first federally funded research was in 1768,
or in 1803, or in 1830. You may choose the date ac-
cording to your interpretation of three pioneer un-
dertakings.
In 1768 the colonial Philadelphia Assembly
authorized 100 pounds in public funds to be spent
for a telescope that would enable local academi-
cians to observe the transit of Venus.
In 1803 Congress authorized $2500 for the ex-
ploration of the upper Missouri River, "so as to ex-
tend the external commerce of the United States."
In 1830, after a series of catastrophic steamboat
boiler explosions, Congress appropriated $1500
for experiments to determine how such explosions
could be prevented. The project is generally con-
sidered the first Federal research contract and it
was undertaken by the Franklin Institute of
Philadelphia.
Possibly never since has $1500 worth of
research bought such success. The investigating
committees' six detailed recommendations
revolutionized steam boiler manufacture and use
in the U.S. and contributed to legislation that set
the standards for steam boilers for years to come.

A STATEMENT OF PURPOSE
NTIS is an information service organization stem-
ming from a congressionally created predecessor.
It channels information about technological in-
novations and other specialized information to
business, educators, government, and the public.
Its products and services are intended to increase
the efficiency and effectiveness of U.S. research
and development, to support U.S. foreign policy
goals by assisting the social and economic
development of other nations, and to increase the
availability of foreign technical information in the
United States. NTIS undertakes and develops in-
novative information products and programs ap-
propriate for Government, but which have the
potential to become self-supporting.
