Criteria for Public Works Grants Assistance Labor areas with annual average unemployment of 6 percent or more during the preceding calendar year. CRITERIA FOR QUALIFICATION UNDER TITLE IV B. Criteria for Redevelopment Areas Title IV 1. Unemployment (a) Unemployment was 6 percent or more of the work force, in the most recent available calendar year, and (b) The annual average rate of unemployment has been at least: (1) 50% above the national average for 3 of the preceding 4 calendar years, or (2) 75% above the national average for 2 of the preceding 3 calendar years, or (3) 100% above the national average for 1 of the preceding 2 calendar years. Population Los s : Loss of 25 percent or more between 1950 and 1960 census, together with median family income between 40-50 percent of the national median ($2,265 - $2,830). 2. Income: Median family income (Population Census of 1960) of $2,264 or less 3. Indian Reservations : Federal or State reservations of 1,000 population recommended by the Bureau of Indian Affairs or appropriate State agency. 4. Sudden Rise in Unemployment : Unemployment exceeds national average by 50 percent due to the closing of a major source of work. 5 . Holdover : Designation under Area Redevelopment Act on or after March 1, 1965 EXPLANATORY NOTES Designated Areas Qualified Areas are designated after two conditions are fulfilled. First, the principal locally elected official of a qualifying area must file a statement which indicates that the people of the area wish to participate in the Economic Development program. Second, an Overall Economic Develop- ment Program (OEDP) for the area must have been prepared and submitted by the area, and approved by the Administrator or the Assistant Administrator for Program Evaluation. As soon as these conditions are fulfilled, formal memoranda of Public Works designation (PWs) under Title I, or redevelopment area designation (DMs) under Title IV, are issued. These memoranda establish the effective dates on and after which the areas named may receive financial assistance. This consolidated list is issued to facilitate reference to designated areas, and the action dates. It supplements, but does not replace the PWs and DMs, and covers only those memoranda issued between December 8, 1965 and March 15, 1966. The areas are presented in two sections, one for areas designated under Title I, the other for areas designated under Title IV. Areas designated under Title I are labor areas reported by the Secretary of Labor as having had substantial unemployment during the preceding calendar year (1964), and having a population of at least 1,500 persons. Areas designated under Title IV are: (a) areas which meet specified high unemployment, low income or population loss criteria, and are labor areas or counties having a population of at least 1,500 persons or munic ip a 1 i ties having a population of over 250,000 persons; (b) certified Indian Reservations ; and (c) additional areas experiencing an abrupt rise in unemployment as specified in the Act, and having a population of at least 1,500 persons . Arrangement by Area Names (Column 1) Areas are arranged alphabetically under each State in Column 1. If a desig- nated area is a labor area which includes several governmental units (e.g. counties, townships, etc.) the names of these units appear in the Definition of Areas (Column 3). These governmental units also appear in the list of areas (Column 1) and are cross-referenced to the labor area. For the sake of brevity, labor area names are not identified as "labor areas." The names of government units, on the other hand, are always followed by descriptive terms such as city, town, county or reservation. Date of Designation (Column 2) Column 2 lists the date on which the official Memorandum of Designation was issued. This date establishes the time at which the area became eligible for financial assistance under the Public Works and Economic Development Act (Public Law 89-136). Area Definition (Column 3) Labor areas, as noted above, and Indian Reservations may include all or parts of several governmental units. These units are shown in Column 3 and, unless otherwise noted, are county' fiames. Special Situations (a) Areas in more than one State . When an area, usually a labor area but occasionally an Indian Reservation area, extends into an adjoining State, the basic listing is under the State in which the principal city or the major part of the Reservation, is located. The parts lying in another State or States are also listed under the county in the State in which the part is located. (b) Minor Boundary Adjustments . In order to alleviate hardships which might result when worthy projects with special site needs cannot be located within the redevelopment area, minor boundary adjustments are allowed. In such instances, the added area is listed as part of the redevelopment area and is considered an extension of it. A detailed description of each minor boundary adjustment is available on request. (c) Alaska Areas . Under the State of Alaska, it is necessary to use two systems of area names. One system, developed before statehood, was used in the 1960 Census and is currently used by the Department of Labor to identify labor areas. The other system was adopted by the Alaska Legislature after statehood was achieved. Both names are used in the listing and are cross-referenced.
