BY- LAWS. SECTION 1. The regular meetings of the Board shall be held on the second Tuesday of each month at 8 o'.clock p. m., the regular meeting in July to be the .annual meeting and the fiscal year shall begin on June 1st of each year. SEC. 2. Special meetings may be called by the secretary upon the written request of the president or any two members of the Board. The notice of any special meeting shall state the business of the meeting, and shall be given at least one day before the date of such meeting. No business shall be transacted at such special meeting other than that stated in the notice. Scc. 3. Five directors shall constitute a quorum of the Board but no appropriation shall be made, and no indebtedness incurred to an amount exceeding $50.00 without the concurrent vote of a majority of all the members of the Board. SEc. 4. The order of business, except at special meetings, shall be as follows: 1. Reading minutes of previous meetings. 2. Communications and claims. 3. Reports of standing committees. 4. Reports of special committees. 5. Unfinished business. 6. New business. 7. Adjournment. SEC. 5. Every resolution shall be reduced to writing if the president so orders or a member so desires. SEc. 6. The Board shall, in the regular meeting in July, organize by electing a president, a vice president and a secretary, whose terms of office shall be one year, or until their successors have been elected. SEc. 7. It shall be the duty of the president to preside at all meetings of the Board, to sign warrants for all vouchers approved by the Board or the library committee, and to prepare for the consideration of the Board the annual report of the Board of Directors, required by the seventh section of the "Free Public Library Act." SEc. 8. In the absence or inability of the president to act, his duties shall be performed by the vice president. SEC. 9. It shall be the duty of the secretary to be present at all meetings of the Board, and to keep accurate minutes of all transactions; to attest all drafts drawn on the library fund inr accordance with these rules, and to keep a list of all subjects referred to the committees of the Board, with dates of reference. SEC 10. The librarian, under control of the Board of Directors, shall have general charge and superintendence of the library in all its departments and of all employees thereof; he shall enforce the rules of the library impartially toward all persons; he shall keep an account of the number of books and periodicals on hand, the number added by purchase, gift or otherwise, the number lost or missing, the number of books loaned out and the general character and kind of such books which he shall submit monthly to the Board, with such other statistics, information or suggestions as he may deem of interest; 4 BY-LAWS. he shall prepare for the use of the library committee lists of books to be purchased, and shall have executive superintendence bf all matters, under supervision of the Board and its committees; he shall notify members of meetings of the Board, and be present at all meetings of the Board and its committees, unless excused. SEC. 11. The terms of service of all employees and appointees of the Board shall extend to the second Monday in July succeeding their appointment and until their successors are appointed;, all appointees being made at a regular meeting of the Board. All employees and appointees shall be subject to removal by the Board at any time; their respective salaries shall be fixed by the Board at a regular meeting, and shall be paid in monthly installments, and shall not be increased or diminished during the time for which they are respectively appointed. SEC. 12. The standing committee of the Board shall be three, as follows: 1. A committee on finance and auditing consisting of three members.' 2. A committee on library and reading room consisting of three members. 3. A committee on administration consisting of the president, the vice president and the chairman of each of the other standing committees. The president shall be chairman of this committee. SEc. 13. The committees on finance and auditing shall have supervision in all matters relating to the accounts of the library and to the revenues arising from the library fund, and from other sources. It shall examine all vouchers and accounts, other than those for books, periodicals and bindings and report to the Board on the correctness of the same. All bills submitted to this committee shall be certified by the librarian or some member of the Board having a knowledge of their correctness, and shall be examined and indorsed by at least two members of the committee before they are presented to the Board of Directors for payment. It shall be the duty of this committee to devise ways and means to meet the financial wants of the library and to suggest to the Board of Directors such measures as in its judgment may seem advisable. The president and secretary are authorized to pay salary, rent, light, fuel and insurance bills as they come due and shall report the same at the next meeting. The Board shall from time to time place in the hands of the librarian a contingent fund, out of which he shall pay any account against the Board, not exceeding ten dollars. SEC. 14. The committee on library shall have supervision of all matters relating to the selection, purchase, exchange and binding of books and periodicals; the disposition of duplicates or other superfluous bookls; the preparation of books for use and circulation and the needful examination of the lilbrary. All purchases made by this committee shall be reported by them to the Board at its next regular meeting for approval, and the president and secretary are authorized to sign warrants for all vouchers, approved by a majority of the library committee. S.I. c 15. The committee of administration. All proposed changes in the By-Laws and Regulations of the library shall be referred to this committee. Slc. 16. These Bly-Laws may be changed or amended by a majority of the full Board of Directors upon a month's notice. 5 RULES AND REGULATIONS. RULES A.b REQLQATIONS. (Adopted April 11, 1895.) SECTION 1. The librarian shall, under the Board of Directors, have general charge of the library in all of its department, and shall be responsible for the care and safety of the books and other property, for the proper and orderly condition of the library premises, and for the proper discharge of their duties by all employees. SEC. 2." Any person of good deportment may use the reading room. SEC. 3. A due regard to decency and to the rights of others require that all who enjoy the privilege of library and reading room (a) Shall be careful in person and apparel. (b) Shall not spit on the floor. (c) Shall not smoke or chew or indulge in any other offensive habit. SEc. 4. No person shall remain in the library with his hat on or his coat off, or put his feet on the table, chairs or other furniture, nor shall any loud or boisterous conversation be carried on in the library. In the reading room all unnecessary or loud conversation is strictly forbidden. SEc. 5. The library and reading room shall be open every day, with the exception of legal holidays, and such other days as the Board of Directors may order. The library day shall be from 9 o'clock A. M. until 12 o'clock M.; from 2 o'clock P. M. until 6 o'clock P. M., and from 7 o'clock P. M. until 9 o'clock P. M. The president may direct the library to be closed for a part or the whole of any one day, reporting the fact and the reason thereof at the next meeting of .the Board. The library and reading room shall be closed on the Sabbath day. SEC. 6. Any resident of Jerseyville may draw books from the library by complying with the following conditions: He shall, with a responsible citizen who is a tax-payer, sign a card of the following form No .......... Residents of Jersey County, Illinois, residing out of the City of Jerseyville may become members by paying a fee of one dollar every six months, and complying with the other rules and regulations. Visitors in the city may take books from the library by depositing with the librarian the value of the book, but not less than three dollars, and paying five cents a week for each volume; such deposit shall be returned on surrender of the membership card, with all dues and fines paid. Sac 8. Each person entitled to draw books from the library will be supplied with a card inscribed with his register number. This card must be presented whenever a book is taken, returned or renewed. The registered holder is in all cases responsible for books drawn by means of his card by whomsoever presented. To avoid responsibility for books drawn on cards by unauthorized persons, the registered holder should give immediate written notice to the librarian of the loss of the card. A lost card will be replaced at once on returning all books drawn on the same and the payment of five cents. SEc. 9. Only one work and not more than two volumes of any work shall be issued at a time on one card; but, on application, the librarian may issue a special card to any person, which shall entitle the holder to an additional book, not a fiction. The librarian may issue, for the prosecution of special studies, more than one work at a time, and the number of books so used is left to his discretion SEac 10. No periodical work in pamphlet form intended for binding shall be taken from the reading room and no others within one month after they have been deposited in the reading room. SEC. 11. Books may be retained two weeks and with the consent of the librarian may be renewed once for one week, except books classed as seven day books, which cannot be retained more than one week. Books are at all times subject to recall for library purposes. SEC. 12. Every book taken from the library must be charged on a membership account. No person shall be permitted to lend his card or book to one not a member of the same household. SEC. 13. Members desiring books for selection may receive them in the manner provided for obtaining books for use in the reading room. SEC. 14. Any card-holder applying to draw a book belonging to the library, but not in at the time of such application, will be entitled, upon leaving at the library an addressed postal card or stamped envelope, to receive notice of the return to the library of such book; but said book will not be held for said applicant more than twenty-four hours after the mailing of the notice. Applicants will be notified in the order of their application. SEc. 15. Only employees shall have access to the book-cases, and no book shall be taken from the library shelves, or case opened in any part of the building, by any person not employed in the service of the library, except by special permission obtained directly from the librarian, and such permission must be obtained every time access is desired. SEC. 16. Encyclopaedias, dictionaries and other works of reference, elaborately illustrated books not easily replaced in consequence of their rarity or value, and such others as may be unsuited for general circulation, can be used only in the library rooms. SEc. 17. Any person who retains books longer than the regulation permit, shall be fined two cents for each day's detention on each volume and two cents for each mailed notice. Delinquents shall be notifid through the mail on the fifth day after their delinquency has occurred, and five days thereafter if the 1)ok has not been returned or renewed, guarantor will be notified. If the book is not returned within one mouth after the first notice has been served, the librarian shall proceed to collect through the law department of the city the value of the book, with accrued fines and other charges. RULES AND REGULATIONS. . 7 SEC. 18. No book shall be issued to any person who has penalties unsettled. SEC. 19. No claims can be established because of the failure of any notice to or from the library, nor is the indistinctness of the date affixed to the card by an attendant valid excuse for not returning a book at the proper time. No claim for return of book or payment of fine shall be allowed unless the membership card containing receipt for same is presented. SEC. 20. Writing in or marking books or periodicals, even for mere correction of typographical errors, tearing or turning down leaves and all other defacements are strictly forbidden. All injuries to books, periodicals or other property of the library must be reported to the librarian and promptly adjusted. SEC. 21. Persons taking out books should examine them before leaving the library and report any imperfections therein to the librarian or an attendent and have the same stamped. Books are supposed to be in good condition when issued and the last borrower will be held responsible for any mutilation or defacement discovered unless the same was reported when the book was taken. SEC. 22. The reading room shall be open during the same hours as the library. SEC. 2,3. All persons of respectable character and of such orderly conduct and condition as not to interfere with the occupation and confort of others, shall, during all the regular hours, have free use of periodicals and books of the library in the reading room. SEc. 24. Every person who desires to use a book in the reading room, shall write plainly his true name in the registry book after which the librarian will deliver to him the book desired. Before leaving the room the borrower shall return the book or books to the librarian and shall not under any circumstances take the same from the room. SEC. 25. No person other than the librarian shall take books from the shelves or return the same to the shelves. SEC. 26. The librarian is required to give prompt, cheerful, courteous and impartial attention to the patrons of the library and during his hours of service is to occupy his entire time in such manner as will add to his knowledge of the library and his usefulness therein. SEC. 27. Whenever any book is delivered or returned it shall be the duty of the librarian to examine its condition and to enforce the rules of the library in respect to injury or mutilation of books. SEC. 28. Any person violating these regulations or abusing the privileges of the library, shall be suspended from the use of the same and the cause reported to the Board of Directors for further action. 9 JUVENILE.
